    General Purpose:

    Responsible to provide Quality Control Management support for pre-construction and construction phases of the project

    Essential Duties and Responsibilities:

    · Advanced planning for all projects/ placements

    · Detailed scope validation, schedule and budget management and controls for each project.

    · Customer relations management.

    · Manage and mentor all personnel hired and placed through Spectrum

    · Maximize resource efficiency and effectiveness.

    · Ensure Site safety and extensive knowledge of EM-385 1-1 by SSHO.

    · Ensure proper close out of projects; per client’s requirements and satisfaction.

    · Develop communication system to update Management regularly on the status of projects, schedules, and cost to complete.

    · Communicate with customer’s project status and diplomatically handle customer concerns.

    · Assist in the proposal process as needed.

    · Ensure all projects are on schedule and within budget

    · Process all project deliverables, submittals to the Government; track submittal register, prepare for weekly meetings with the Government on the status of the submittal register

    · Manage all subcontractors, subcontracts, amendments, buy backs, negotiate pricing upon award, etc.

    · Weekly review of project performance onsite with Government officials.

    · Any additional responsibilities that require your involvement as needed.

    Qualification Requirements:

    Education: Bachelor’s Degree preferable Certification: Current certificate for Construction Quality Management (CQM) For Contractors - USACE/ NAVFAC Safety: OSHA 30 - 40 Hour, First Aid, CPR

    Experience: A minimum of 5 years Quality Control experience or equivalent Construction experience

    ▫ Experience as a QCM on NAVFAC or USACE managed projects ▫ Experience in the use of NAVFAC - WORD, EXCEL and pdf Templates ▫ Experience in the use of USACE - QCS module of the Resident Management System (RMS) ▫ Experience in writing meeting agendas, conducting QC/Safety Meetings and writing meeting reports ▫ Experience in office QC Administration (processing submittals, maintaining register, test log, three phase log, preparing Prep & Initial Worksheets, gathering closeout documentation and making required entries into computer templates / spreadsheets / data bases/ e-folders) ▫ Experience organizing, managing and filing QC Department paper documentation ▫ Experience in QC field inspection, Safety inspection, and documentation and photographic recording ▫ Experience managing deficiencies and following up on DOR/EOR Field Reports and Directives Physical Demands: ▫ May be required to lift up to 50lbs. Requires basic office work, including sitting, walking, climbing stairs, kneeling, bending, operate hand operated office equipment and requires accurate visual ability. Driving may be required – must have valid driver’s license for three or more years with no more than one moving violation; proof of automobile liability insurance when driving personal vehicle.
