Site Safety & Health Officer (SSHO)
Location: Norfolk, VA | Federal Construction | Full-Time Onsite
Overview:
Butterfly Staffing is seeking a highly qualified Site Safety & Health Officer (SSHO) to support an upcoming federal construction project in Norfolk, VA. This SSHO role requires a senior-level safety professional with deep experience in EM 385-1-1 compliance and a proven track record implementing accident prevention programs on similar government projects.
The SSHO will be responsible for executing site safety oversight, ensuring adherence to federal safety regulations, and supporting continuous safety culture throughout the project’s duration.
Key Responsibilities
- Serve as the Site Safety & Health Officer on a federal construction site, ensuring full compliance with EM 385-1-1 Section 1 and 29 CFR 1926.16
- Be present on site at all times to implement the safety program and the Government-accepted Accident Prevention Plan
- Oversee safety audits, toolbox talks, daily briefings, and enforcement of safety practices
- Ensure subcontractor and employee compliance with safety standards and PPE usage
- Maintain complete records of inspections, incidents, corrective actions, and training logs
- Collaborate with QC Manager, Project Manager, and government safety representatives
- Provide or oversee training on excavation, scaffolding, fall protection, confined space, PPE, and hazard recognition
Qualifications
- Minimum 10 years of progressive safety experience in construction, with at least 5 years on similar federal projects
- Completed OSHA 30-Hour Construction Safety Training within the last 5 years
- 24+ hours/year of formal safety training for each of the past 5 years
- Competent Person status in:
- Excavation
- Scaffolding
- Fall Protection
- Hazardous Energy
- Confined Space
- Health Hazard Evaluation (Chemical, Physical, Biological)
- PPE Selection and Maintenance
Certifications (Required)
- OSHA 30 (within 5 years)
- CPR / First Aid
- EM 385-1-1 knowledge and compliance experience
- DBIDS access or ability to obtain site clearance
