Job Summary
We are seeking Financial Analysts to join our team as mid‑level subject matter experts within CBP’s Office of Finance. In this role, you will perform advanced financial analysis, ensure alignment with DHS and federal financial management requirements, and provide strategic guidance to program leadership on fiscal risk, budget execution, and performance outcomes.
You will contribute to a wide range of financial management activities, including program evaluations, internal control support, data‑driven decision analysis, and collaboration across enterprise financial systems—supporting the CFO’s mission to strengthen, integrate, and modernize financial management across DHS. As a key member of a multidisciplinary financial management and program support team, you will assess financial systems and documentation for compliance, deliver expert technical insights, and help drive informed, accountable resource decisions.
The ideal candidate is an effective communicator with strong analytical capabilities, deep knowledge of financial forecasting, and a proven track record of success in financial analysis and advisory roles.
Responsibilities
Perform cost/benefit and risk analyses on program funding actions; develop recommendations under conditions of uncertainty; brief leadership on fiscal impacts and alternatives.
Review financial documents and transactions for accuracy, completeness, and compliance with DHS policy, federal statutes, and audit readiness objectives; support corrective actions and remediation plans.
Produce and validate recurring reports, metrics, and dashboards on status of funds, obligations, revenue, and execution; ensure data quality and auditability across CBP financial systems.
Coordinate with Budget counterparts on execution issues (funds control, reprogramming implications, financial impacts of operational changes) to keep programs aligned with CBP priorities.
Provide financial insights supporting mission areas such as border security operations and trade enforcement (e.g., revenue collection, forced labor enforcement, and priority trade initiatives).
Partner with Program Offices, Acquisition, Trade, and Field components to integrate financial considerations into operational decisions and ensure timely, compliant execution.
Qualifications
Bachelor’s degree in finance or a related field
3+ years of demonstrated experience performing financial analysis of programs (e.g., evaluating financial statements/transactions, conducting cost‑benefit analysis, and advising management on funding decisions and compliance).
Comprehensive knowledge of finance principles, federal financial operations, and related economic/accounting concepts.
Ability to interpret and apply DHS/CBP financial policies, internal control requirements, and audit standards; experience preparing reliable financial reports and ensuring data integrity.
Strong communication skills to brief leaders and translate complex analyses into actionable recommendations.
Citizenship/Clearance: U.S. Citizenship and ability to obtain/maintain required clearance and suitability.
Preferred Qualifications
Experience with CBP/DHS missions (border operations, trade enforcement, revenue protection, travel facilitation) and understanding of how financial decisions enable mission outcomes.
Familiarity with DHS CFO policy and enterprise financial management modernization efforts (reporting, internal controls, audit readiness).
Experience partnering with Budget (formulation/execution), Acquisition, or Program offices in a large, distributed organization.
NOTE: Salary offers will be determined based on the candidate’s demonstrated technical expertise, assessed competencies, and relevant work experience, and will be aligned with compensation for comparable peer positions within the locality.
