Forensic Psychologist (Licensed, PhD/PsyD), Utah | Parole-Suitability Evaluations

    Reference: 01CLFCT014

Location: Utah State Prison (Salt Lake City) and Central Utah Correctional Facility (Gunnison), with county jails as assigned; on-site

    Employment Type: Independent Contractor (1099)

Compensation: $220 to $240 per hour (1099 independent contractor), commensurate with experience; per-evaluation engagement available

Schedule: Contract evaluations scheduled by mutual availability; 90 to 120 day completion window per evaluation; Mountain Time

Agency Environment: State correctional forensic services supporting the Utah Board of Pardons and Parole; evaluations inform parole-suitability decisions and require coordination with the Utah Department of Corrections and Community Health Services

    Position Overview

CLF Consultants LLC seeks a licensed forensic psychologist to perform comprehensive psychological evaluations of incarcerated individuals for the Utah Board of Pardons and Parole. Each evaluation pairs a face-to-face clinical interview and multi-source record review with clinically appropriate testing and a detailed written report that informs a parole-suitability decision. The work is performed and interpreted personally by the evaluating psychologist.

The successful candidate is a doctoral-level psychologist who values rigorous, defensible assessment with real consequences for individuals and public safety. The engagement offers a generous 90 to 120 day completion window per evaluation, predictable subject matter, and independent-contractor flexibility that suits experienced forensic clinicians seeking substantive supplemental work.

    Key Responsibilities

    • Conduct face-to-face clinical interviews with incarcerated individuals at Utah correctional facilities
    • Review comprehensive records, including presentence investigations, disciplinary history, law enforcement reports, and prior clinical assessments
    • Select, administer, score, and interpret intelligence, achievement, and personality instruments as clinically appropriate to each referral
    • Consult with Utah Department of Corrections and Community Health Services staff as part of each evaluation
    • Prepare a comprehensive written forensic report covering identifying information, referral question, background and history, assessment findings, risk and protective factors, summary, and a parole-suitability recommendation
    • Personally complete the interview, test interpretation, and written report without deferral to any second or third party
    • Maintain strict confidentiality and produce legally defensible opinions suitable for board review

    Required Qualifications

    • Doctoral degree in psychology (PhD or PsyD) from an accredited psychology program; APA-accredited training preferred
    • Active Utah psychologist license in good standing, or the ability to obtain Utah licensure by contract start (CLFC supports the licensure application)
    • Minimum 3 years of post-licensure professional experience
    • Demonstrated competence in cognitive, achievement, and personality assessment, scoring, and interpretation
    • Strong forensic report-writing and clinical documentation skills
    • Ability to pass correctional facility security clearance and background screening
    • No conflict of interest: not a current Utah Department of Corrections or Community Health Services employee, and not a treating clinician of the individuals evaluated

    Strongly Preferred Qualifications

    • Correctional or forensic psychology experience, including parole, competency, or risk evaluations
    • Experience with structured risk-assessment instruments and structured professional judgment
    • Expert testimony experience
    • Familiarity with Utah correctional or criminal-justice systems
    • Residence within reasonable travel distance of Salt Lake City or Gunnison, Utah
    • Currently maintaining an active forensic or correctional psychology practice; available for supplemental 1099 evaluation work

    Compensation and Engagement Details

    • $220 to $240 per hour (1099 independent contractor), commensurate with experience; per-evaluation engagement available
    • The ideal candidate is a currently practicing, doctoral-level psychologist who takes on forensic evaluations as supplemental 1099 case work; this is an independent-contractor engagement, not a primary employment position. The work offers a generous 90 to 120 day completion window per evaluation, predictable subject matter, and the flexibility to fit an established practice.
    • Testing materials and protocols coordinated by CLFC
    • Travel to correctional facilities, with evaluations batched where practical to reduce trips
    • Scheduling, administrative, and billing support provided by CLFC so the clinician focuses on the evaluation and report
    • Multi-year engagement potential aligned with the contract base term and renewal structure
    • Expected volume of approximately 100 evaluations annually, subject to contract award and agency assignment
    • Travel: CLFC coordinates evaluation batching and confirms travel reimbursement or per-evaluation travel terms before engagement
    • This engagement supports an active proposal; a current resume or CV is requested promptly, and early expressions of interest are encouraged
    • Occurrence-based professional liability (malpractice) coverage arranged for the engagement
    • Evaluation volume can be scheduled around your existing practice; you may accept assignments based on your availability
    • Court testimony and deposition time, when required, is billable
