    WHO YOU ARE

    Front Range Community College has three main campuses in Ft Collins, Longmont and Westminster and sites in Brighton and Loveland. The Campus Security and Preparedness Department is charged with the overall safety and security of the college’s students, faculty, staff and visitors as well as all college buildings and assets.  The department is also charged with providing emergency preparedness response, training and operational plans. Campus Security and Preparedness is a hybrid department consisting of armed and un-armed non-sworn staff and is not a law enforcement department. 

     

    You would provide leadership and oversight for the operations of the department and its staff. You will work closely with the Director to ensure that operational and administrative procedures and process are followed and properly accounted for.  You will assist the Director in the daily operations of the department with an emphasis on training staff to a professional level of operational readiness. You will provide input to the Director for overall strategy and direction for the department.

     

    You will require in-depth knowledge of the Colorado Revised Statutes specifically in terms of understanding how to classify crimes under the Clery Act and how to determine the correct plan of action for law enforcement intervention. You will require a thorough knowledge of law enforcement tactics, emergency response and all hazards emergency planning.  You will oversee the department records management system, train department staff on updates and prepare reports for the Director. You will work in conjunction with the Director to maintain and update the department standard operating procedures. You will work with the Director and Campus Supervisors to develop campus based operating procedures, contingency plans and other related operational plans.

    SALARY: Low 70’s Annually 

     

    PRIMARY DUTIES:

     

     ADMINISTRATION

    • Manages and supervises the Campus Supervisors located at the Boulder County, Larimer, and Westminster campuses.
    • Fosters cooperative working relationships with other college departments, intergovernmental, regulatory and other outside agencies, various public and private groups, and the college community.
    • Develops community outreach partnerships involving local, state and federal entities and departments and implements processes for compliance with state and federal laws and system regulations.
    • Represents the department and the college in meetings within the college community, various governmental agencies, local law enforcement agencies, local emergency response agencies and a variety of public and private organizations.

     

    EMERGENCY PREPAREDNESS

    • Prioritizes and allocates available resources during emergency situations as the incident commander as required by the Director or the President.
    • Oversee the college and department emergency preparedness program. Works with cabinet and campus leadership teams to ensure they are trained to the appropriate level. Works with local, state and federal partners to develop and maintain the program.
    • Provides leadership and expertise including guidance during all types of emergency situations. Implements the college’s emergency operations plan; oversees the current plan for college-wide training, drills and exercises for emergency preparedness and broad-based threat assessments.

     

    OPERATIONS

    • Makes recommendations to the Director regarding all aspects of safety, security and emergency preparedness; prevention, mitigation, planning and training for all college campuses, centers and off campus sites; and oversees the implementation of changes approved by leadership.
    • Monitors processes to ensure the highest quality of customer service.
    • Provides assistance to the Director to analyze current operations and develop a long range plan for operational effectiveness.
    • Provides training, professional development and work evaluation of department staff; authorizes correction as required and works with campus supervisors in the staff evaluation process.
    • Provides procedure guidance and interpretation to staff; ensures that laws, ordinances, guidelines and procedures are consistently enforced.

     

    ADDITIONAL REQUIREMENTS

    • This position requires carrying a handgun while on duty, being on call and responding to the campus for call back for an emergency and driving from campus to campus while on duty using their own vehicle. (mileage is reimbursed)
    • It also requires certification and ongoing recertification on a department firearms course.
    • This position is required to respond to all threats, including hostile intruder and lethal force situations, determine the best course of action based upon the attendant circumstances and initiate a course of action that may include the use of non-lethal and lethal force against another person.
    • This position requires the successful completion of a FRCC Self Defense training course.

    Required Skills

    • UNDERSTANDING OF NON-SWORN SECURITY DEPARTMENT: As a non-sworn security department, you must be able to understand the legal and social environment the department operates in, the statutory authority and limitations.

    Required Experience

    REQUIRED EDUCATION/TRAINING & WORK EXPERIENCE:

      

    • Bachelor’s Degree in a related field such as criminal Justice, Business Management or Emergency Management OR 60 credit hours post-secondary education and five years of law enforcement experience OR 5 years’ experience in law enforcement at an administrative officer level OR 5 years’ experience in law enforcement or security at a college or university and two to four years increasing responsible professional experience in law enforcement or security.
    • Valid Colorado driver’s license, must obtain a valid CPR/AED/First Aid Certification with 90 days of hire, Past or Current POST certification from Colorado or a past or current law enforcement certification from another state.
    • Five years of direct supervisory experience over a multiple member team. Single team member supervisory experience does not qualify.
    • Two to four years’ experience in emergency preparedness and/or emergency management, including experience with fire systems, security systems, intrusion systems, access control systems, emergency notification systems and mass communication systems.

     

     PREFERRED EDUCATION/TRAINING & WORK EXPERIENCE:

     

    • Four (4) years of full-time emergency preparedness experience.
    • Certified Protection Professional (CPP) or Certified Physical Security Professional (PSP).
    • Experience in higher education security department business management and emergency management
    • Experience working in an educational institution that interacts with other government agencies.

     

    SPECIAL REQUIREMENTS:

     

    • Must submit to and pass periodic drug test as required by the department.
    • Must pass a department required Psychological Examination or provide written documentation of passing a comparable examination (as determined by the department Director) within the previous two years.
    • Must be willing to travel extensively between FRCC campuses and sites and provide your own vehicle. The college will reimburse the mileage for authorized travel.
