    JOB SUMMARY: 

    The Payroll / Benefits Administrator is responsible for the oversight of the bank’s annual insurance renewal process, management of benefits program, employee contributions, broker management,  and distribution of the bank’s semi-monthly payroll. Oversees the maintenance of earnings and deductions, ensure of all taxes, social security and contributions to employee benefits programs and other deductions are withheld form employees paycheck.  Prepares and filing of required reports, and payments to government agencies, and insurance carrier.

    ESSENTIAL DUTIES / RESPONSIBILITIES:

    Manage bank’s employee benefit plans, including medical, dental, life, vision, 401(k), Section 125 and supplemental plans; 

    Coordinate annual open enrollment process, including coordination of the renewal process with brokers, preparation of packets and rate charts, communicate details with employees and ensure all documents and forms are completed and processed timely;

    Provide guidance to employees regarding plan and contribution choices, including the impact of various choices on premium costs; 

    Generate eligibility reports and ensure timely communication of benefits to employees, process new enrollments, implement changes and termination of all benefits, while maintaining responsibility for distribution of claim forms, handbooks;

    Ensure timely input of benefits into internal software and with carriers;

    Recommends changes and methods or procedures to  improve efficiencies of the payroll function

    Manage Cobra process;

    Coordinate web access for employees, including providing assistance with initial setup and handling support questions;

    Work with departmental managers to ensure employees input his/her time accurately into internal ADP timekeeping system, within a timely manner;

    Reconcile employee time cards to calculate overtime, employee deductions, benefits and other related information is entered with 100% accuracy;

    Ensure salary adjustments, special payments, bonuses, tax allocations and other unusual employee deductions are scheduled and implemented accurately and in a timely manner;

    Reconciles expenses for all health benefit, including but not limited to, Health Insurance, Dental, Vision, LTD, Voluntary Benefits, Flex Plan, 401 (k) Plan.

    Process payroll bi-monthly via ADP.

    Serves as a liaison with other departments, units or locations in resolution of payroll problems. Recommends changes and methods or procedures to  improve efficiencies of the payroll function.

    QUALIFICATIONS:

    At least 5 years of experience with employee benefit management and payroll processing;

    Experience with the ADP system preferred;

    Knowledge of California and federal benefits, human resources regulations, practices and terminology, preferred;

    Minimum of AA Degree in Accounting, Finance, or Human Resources, required; Bachelor’s Degree preferred;

    Proficiency in the Microsoft suite of products; particularly Excel and Word, required;

    Excellent oral and written communication skills;

    Accurate data entry skills, required;

    Ability to multi-task and meet strict deadlines.

    COMPENSATION:

    $28.00 - $32.00 per hour DOE for this non-exempt, full-time position, plus benefits
