Mandatory Qualifications:

1. Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Business Analyst

2. More than seven (7) years of experience identifying, documenting and validating system requirements across multiple agencies, with a focus on the Human Service domain including eligibility, enrollment, and case management

3. More than seven (7) years as a lead Business Analyst role in the state government mainframe modernization project, including:

o Conducting and leading requirements gathering sessions o Analyzing requirements gathered

o Identifying, documenting, and validating system requirements for continuous integration and deployment.

o Preparing proposals for best fit technology based on requirements elicited

Desirable Qualifications:

1. More than seven (7) years of experience working on enterprise level software development projects with an active role working with internal and external project stakeholders (SMEs, Users, Technicians, Quality Analysts etc.)

2. More than seven (7) years of experience identifying, documenting and validating system requirements across multiple agencies, with a focus on the Human Service domain including eligibility, enrollment, and case management of SNAP, HEAP, PA, & Child Care

3. More than seven (7) years of creating requirements documentation such as: Use cases, Screen prototypes, Specifications, and adhering to pre-established templates and utilizing a requirements management tool similar to Blueprint, JIRA.

4. More than seven (7) years of experience conducting business process analysis and optimization in a technology environment, while documenting the As-Is and proposing To-Be web based, client facing applications

5. More than seven (7) years of experience leading, facilitating meetings, workgroups, etc.
