    SUMMARY OF POSITION: The HR Manager provides leadership and guidance to the HR team, driving HR objectives and practices within multiple areas of the department including but not limited to benefits management, learning and development programs, Human Resources policies, recruitment and selection of employees, and government compliance and regulations. The HR Manager works closely with the HR Director to develop and implement people-related services, policies and programs and HR processes and metrics to ensure compliance and measure achievement of the organization's business goals. This position reports to the Director of HR.

    KEY ESSENTIAL FUNCTIONS:

    Manages all employees of the department and is responsible for the performance management and hiring of the employees within the department.

    Develops and maintains a human resource information system that meets the organization's personnel information needs.

    Leads the effort in developing and maintaining a robust LMS system.

    Develops and administers various human resources plan and procedures for all company personnel.

    Plans, organizes and supervises all activities of the department. Participates in developing department goals, objectives and systems.

    Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures;

    Develops and maintains affirmative action program; files EEO-1 annually; maintains other records, reports and logs to conform to EEO regulations.

    Develop, prepare, generate and analyze ongoing and ad-hoc special reports pertaining to employee personnel information and data, including issues such as benefits costs, staffing levels/deployment, turnover, absenteeism, recruitment, applicant tracking, affirmative action/EEO, compensation, promotions, etc. Effectively utilize the data processing system to obtain, store and analyze pertinent data and information.

    Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.

    Ensures compliance with all federal, state and local employment laws.

    MINIMUM QUALIFICATIONS (unless otherwise noted):

    A Bachelor’s Degree is required, with an emphasis in Human Resource Management, Business Management, Business Administration, Communications or related field preferred.

    A minimum of 5 (five) to 8 (eight) years of progressive human resources experience is required. Construction or engineering industry-related experience preferred.

    Excellent interpersonal skills, the ability to effectively communicate at all levels within the organization and excellent presentation skills.

    Strong computer skills; Proficient in Microsoft Word, Outlook, PowerPoint and Excel

    Must possess strong management and leadership skills and be capable of managing projects and tasks successfully to completion.

    Ability to manage and train subordinates within the organization. Proven record of effectively delegating to members of a team.

    High level of adaptability. Proven record of quickly adjusting to change in a fast-paced work environment.

    Some travel, weekend, and evening hours required.

    Professional certification, including but not limited to SPHR or SHRM-SCP are preferred but not required.
