Lead project development and planning activities, including requirements definition, site reconnaissance, and preparation of designs, specifications, and cost estimates.

Apply advanced engineering/architectural principles to solve complex problems requiring innovative approaches where standard precedents are insufficient.

Conduct and/or direct surveys, field investigations, and data collection efforts to establish design baselines and inform project solutions.

Analyze baseline data, perform complex calculations, and develop efficient, cost-effective design solutions aligned with project objectives.

Provide professional engineering/architectural guidance to internal teams, stakeholders, and non-technical leadership.

Review, evaluate, and direct improvements to plans, specifications, and design analyses prepared by internal staff or external A/E firms.

Manage and oversee construction and maintenance projects, including scheduling, site inspections, and surveillance of materials, methods, and equipment.

Prepare and maintain project documentation, including cost estimates, technical reports, schedules, correspondence, and status updates.

Coordinate with contractors to resolve complex field issues, unforeseen conditions, and design conflicts; develop and implement corrective solutions.

Review and evaluate contractor submittals, including shop drawings, material certifications, and samples, for compliance with contract requirements.

Develop in-house designs and construction documents, including drawings, specifications, and supporting technical documentation compliant with applicable codes and standards.

Establish design criteria and scopes of work for Architect/Engineer (A/E) firms; oversee, review, and approve A/E design deliverables.

Direct A/E firms in the preparation of design revisions and change order documentation.

Ensure compliance with VA design standards, federal regulations, building codes, life safety requirements, and environmental regulations.

Develop detailed project cost estimates to support funding requests, budgeting, and bid evaluations.

Support Environment of Care (EOC) programs, including life safety, fire protection, hazardous materials management, and emergency preparedness.

Monitor and enforce OSHA, safety, infection control, and environmental compliance standards across project activities.

Participate in implementing policies related to security, safety, and regulatory compliance, including protection of sensitive data and systems.

Deliver high-quality customer service to internal and external stakeholders, including veterans, staff, and contractors, ensuring clear and professional communication.

Communicate technical information effectively to diverse audiences, including leadership, contractors, and multidisciplinary teams.

    Qualifications:

In accordance with federal regulations, possession of a valid Real ID is a requirement for this position.
