  • Responsibilities

    The General Manager (GM) serves as the primary leader for the organization’s California operations, responsible for driving overall performance, growth, and operational excellence. This role oversees all regional functions—including safety, project execution, financial management, client engagement, and team development.

    The GM sets the strategic direction for the region, ensures consistent delivery of high-quality construction services, and cultivates a culture of accountability and continuous improvement. The ideal candidate brings strong business insight, extensive experience in civil or utility construction, and the ability to lead and motivate high-performing teams.

    Key Responsibilities

    Regional & Business Leadership

    • Provide comprehensive leadership and direction for all regional business activities.
    • Develop and implement operational and strategic plans to support long-term growth.
    • Represent the region with clients, industry partners, regulatory agencies, and internal leadership.
    • Promote a culture centered on safety, quality, integrity, and operational excellence.

    Operational Oversight

    • Lead and oversee the execution of multiple civil and utility construction projects.
    • Ensure all projects meet expectations for safety, quality, schedule, and profitability.
    • Establish performance standards and conduct ongoing reviews of project and operational metrics.
    • Identify opportunities for process improvement and enhanced operational efficiency.

    Financial Management & P&L Responsibility

    • Maintain full ownership of regional financial performance, including revenue, margins, cash flow, and overhead.
    • Oversee budgeting, forecasting, WIP analysis, and overall financial planning.
    • Review monthly and quarterly results to identify trends, gaps, and opportunities for improvement.
    • Present detailed financial and operational reports to senior leadership with clear recommendations.

    Contract, Risk & Compliance Management

    • Ensure compliance with contractual requirements, legal standards, and regulatory guidelines.
    • Lead contract administration, including negotiations, change orders, claims, and disputes.
    • Proactively assess and mitigate financial, operational, and contractual risks across the region.

    Safety & Quality Leadership

    • Build and reinforce a strong safety-driven culture across all teams.
    • Ensure compliance with OSHA standards and all company and client safety protocols.
    • Monitor quality performance and implement initiatives that improve outcomes and consistency.

    Team Leadership & Talent Development

    • Lead, mentor, and support regional leadership teams, including project managers and field supervisors.
    • Participate in recruiting, training, performance evaluations, and succession planning.
    • Foster a collaborative, results-driven environment focused on accountability and professional growth.
    • Retain and develop top talent through effective coaching and leadership.

    Business Development & Client Relations

    • Identify new business opportunities and support overall regional growth.
    • Collaborate with Business Development teams on bids, proposals, and presentations.
    • Build and strengthen relationships with clients, subcontractors, vendors, utilities, and regulatory bodies.
    • Ensure high client satisfaction and support efforts to secure repeat and expanded business.

    Position Requirements & Qualifications

    • Bachelor’s degree in Construction Management, Civil Engineering, Business, or related field (preferred).
    • Significant leadership experience in civil or utility construction, managing multiple projects and teams.
    • Proven ability to lead regional operations or a business unit with full P&L accountability.
    • Strong knowledge of the regional construction market and relevant regulatory requirements.
    • Advanced skills in budgeting, forecasting, cost management, and performance analysis.
    • Ability to understand construction drawings, specifications, and contract documents.
    • Excellent communication, leadership, and decision-making skills.
    • Willingness to travel and work extended hours as needed.
    • Highly organized, detail-oriented, and capable of managing multiple priorities simultaneously.
