    Genex Systems is seeking an experienced Electronic and Electrical Engineering Technician (Engineering Technician V) with United States Coast Guard (USCG) aviation experience. The selected candidate will join a growing team of engineers, technicians and subject matter experts that provide aviation C4ISR systems engineering services, technical assistance, and other services to the CG-413 Program Management Office in Elizabeth City, North Carolina.

    SPECIFIC DUTIES INCLUDE:

    • Monitor changes to OEM, USCG and other services technical directive relating to logistics support (e.g., maintenance, technical data, support and test equipment, facilities, supply support, packaging, handling, storage, transportation, training, training devices, and computer resources, design interface (e.g., reliability, maintainability, availability, safety, human factors, commonality, modularity, system architecture)), configuration management, and efficiencies for applicability to USCG aircraft and submit recommendations for action to the applicable engineering cell leader for Government action. Act on Government-approve recommendations. Track and provide status of approved recommendations through implementation.
    • Initiate, conduct, and complete Spare Parts Breakout (SPBO) projects, including full and limited screen breakouts. Coordinate own activity with Product Line Manager, Engineering Cell, and Supply Cell. Provide information regarding potential cost avoidance of each SPBO project. Submit all documentation and recommendations to the Government for acceptance. Conform to ALC Spare Parts Breakout/New Product Development, ALCINST 4200.3(series).
    • Conduct market research to collect and assemble information including, but not limited to, technical data packages, price, availability, quality initiatives in relation to ANSI and ISO 9000 requirements, source approval and validation process, vendor capabilities, and vendor past performance. Market research may include site surveys to verify information previously assembled. Coordinate own efforts with Government for additional site surveys. Submit all documentation and recommendations to the Government for acceptance.
    • Conduct reverse engineering efforts, including, but not limited to, assembly Level III technical data packages, requires creation of technical drawings, review drafts of drawings for accuracy, coordinate ALC local manufacture of parts, coordinate for conduct first article and prototype installation or testing of newly manufactured parts, including the Form, Fit and Function process. Identify, assess, and recommend resolution for reliability and maintainability problems. Submit all documentation and recommendations to the Government for acceptance. Conform to Local Parts Manufacture by ALC, ACCINST 13020.l0(series), Graphics Style Process Guide, COTO PG-85-00-240-A, ALC Drawing Control Procedures, ALCINST 13020.14(series).
    • Write, review, and update policy, procedure, and process documents, including, but not limited to, technical manuals, MPCs, TCTOs, SICRs, ESRs, SRs, PQDRs, ACCB requests, COMDTINST manuals, process guides, IA W applicable ALC and USCG applicable documented guideline and generally accepted commercial or military maintenance or design processes.
    • Generate SICRs for applicable aircraft parts. Submit each SICR with backup documentation to the Government for acceptance. Conform to SICR Preparation and Routing Procedure, ALCINST 5213.l(series).
    • Generate TCTOs for applicable aircraft sub-systems, assemblies, and/or parts per the TCTO/SCTO Process Guide, CGTO PG-85-00-40-A. Assist in validation and verification of TCTOs. Submit TCTO documentation to the Government for acceptance.
    • Track parts that are required and ordered by the Government for TCTO kits. Create TCTO kits using Government-provided parts. Deliver information and kits to Government for acceptance.
    • Generate ACCB packages per Aircraft Configuration Control Board Process Guide, CGTO PG-85-00-70-A. Submit the product to the Government for acceptance.
    • Execute Service Requests. Submit information to the Government for acceptance. Conform to Service Request Responsibilities and Procedures, ALCINST 13020.11 (series).
    • Generate Engineering Service Requests. Submit information to the Government for acceptance. Conform to Engineering Service Request, ALCINST 13020.9(series).
    • Write MPCs that will enable technicians to properly sustain the aircraft per Maintenance Procedure Card Process Guide, CGTO PG-785-00-230-A. Submit MPC documentation to the Government for acceptance.
    • Write engineering specifications, including schematics and figure, that document approved depot-level repairs and processes. Submit product to the Government for acceptance.
    • Review CG-22s Recommendations for change to aeronautical publications are to the submitted via the TMAOS for applicability, relevance, and technical requirements. Submit recommendations for action for Government acceptance. Act on approved recommendations. Conform to Maintenance Procedure Card Process Guide, CGTO PG-85-00-230-A, Technical Manual Application System (TMAPS) Technical Data Deficiency Reporting (CG-22 _ Process Guide, CGTO PG-85-00-20-A), Aeronautical Engineering Maintenance Management Process Guide, CGTO PG-85-00-110-A, and Aeronautical Engineering Maintenance Management Manual, COMDTINST M 13020.1 (series).
    • Review SICRs generated by other sources, recommend AMC/ AMSC and flight criticality codes to the Government. Submit recommendations for Government acceptance. Conform to SICR Preparation and Routing Procedure, ALCINST 5213.l(series).
    • Review drafts of technical publications and technical drawings, including wiring diagrams, for content and format. Submit recommendations for action for Government acceptance. Act on approved recommendations.
    • Assist in investigation of Product Quality Deficiency Reports (PQDRs). Submit recommendations for action for Government acceptance. Act on approved recommendations.
    • Provide troubleshooting assistance to air stations. Provide technical interface to field activities and to vendors.
    • Provide data on an ad hoc basis, including, but no limited to, serial numbers of equipment in new aircraft or equipment that will be inducted into ALMIS, information available in ALMIS, aircraft specifications contained in existing documents or sources.

    REQUIRED QUALIFICATIONS:

    • Shall be able to locate, monitor, and evaluate other services and OEM technical change directive within maintenance, engineering, and logistics disciplines for applicability to DHS or DoD aircraft or support systems for direct or indirect application to the applicable aircraft program and provide logically justified recommended action.
    • Shall have documented experience developing and writing DHS TCTO (or DoD equivalent) give only minor direction. Shall be able to independently develop and write complex TCTO's including schematics, drawings, and figures.
    • Shall have documented knowledge of the Engineering Change Proposals.
    • Shall have documented experience developing and writing OHS MPCs (or DoD equivalent) including schematics and figures.
    • Shall have documented experience submitting Aeronautical Publication Change Recommendations to correct or update MPCs and other publications.
    • Shall have documented experience writing engineering specifications including schematics and figures for the express purpose of documenting approved depot level repairs and processes.
    • Shall have documented knowledge of the SICR process.
    • Shall have documented knowledge of the Form Fit Function process for prototyping efforts.
    • Shall be able to read and interpret manufacturer blueprints and technical drawings and understand engineering specifications to resolve engineering technical questions.
    • Shall be able to work on complex engineering projects that require thorough research and coordination with engineering personnel.
    • Shall be able to provide aircraft technical specifications and support to aircraft ground servicing equipment product lines for purchase of new ground support equipment or troubleshooting aircraft/ground support equipment interface issues within applicable discipline.
    • Shall have the ability to solve technical aircraft issues and the ability to make recommendations to engineering for repair or fabrication of aircraft parts or airframe repairs.
    • Shall have demonstrated experience on HC-130J/H aircraft troubleshooting mission specifics sensor systems (command, control, communications, intelligence, surveillance and reconnaissance) to include imaging RADAR, forward looking infrared, operator consoles, displays, data transmissions technology (INMARSAT, SATCOM) and integration processing AIW sensor/mission system maintenance and operator manuals.
    • Shall have demonstrated experience in prototype development and implementation of sensor systems related modifications including hands on implementation and technical data development (text, drawing schematic and diagrams) in draft form for implementation into aircraft technical publications.
    • Shall have demonstrated knowledge of DHS/DoD aeronautical engineering policies
    • Shall be able to monitor other USCG aviation platform technical change directives within the sensors discipline to determine applicability to USCG HC-130J/H aircraft and submit proposed changes for approval through LRS engineering.
    • Shall demonstrate an ability to obtain a Secret security clearance if required and be familiar with the requirements for the handling and use of Communications Security (COMSEC) equipment.
    • Must be able to pass a NACI background investigation and reference check.
    • Must be able to obtain and maintain a Secret clearance.
