    The Georgia Department of Community Health (DCH) is one of Georgia's four health agencies serving the state's growing population of over 10 million people. DCH serves as the lead agency for Medicaid, oversees the State Health Benefit Plan (SHBP) and Healthcare Facility Regulation, impacting one in four Georgians.

Six enterprise offices support the work of the agency’s three program divisions. DCH employees are based in Atlanta, Cordele and across the state.     DCH is currently seeking qualified applicants for the Talent Acquisition Specialist in the Office of Human Resources. The Talent Acquisition Specialist is responsible for working with the Human Resources Business Partner Team to attract, engage and retain top talent for the agency. This is a hybrid position that requires in office and remote work, subject to supervisor’s discretion. This position will also require up to 15% in-state travel.

    JOB RESPONSIBILITIES:

    The key responsibilities require the Talent Acquisition Specialist to successfully perform the following:

    • Reviews, modifies, and implements the agency’s talent acquisition strategy as needed
    • Utilizes existing Applicant Tracking System (ATS) system to source candidates for vacancies, participates in interviews and selection process for critical roles
    • Works with the Human Resources Business Partner (HRBP) team to fill specialized hard-to-fill roles.
    • Serve as an agency brand ambassador at various events, like career fairs or on-campus recruiting events
    • Represents the agency externally at events with a goal of networking and relationship building with potential candidate communities
    • Builds long-term relationships with past and potential candidates
    • Manages respective candidate pools to ensure qualified candidates remain engaged incurrent or future opportunities
    • Generates monthly updates for the company’s leadership about upcoming talent acquisition initiatives
    • Creates monthly reports on key talent acquisition metrics
    • Works closely with the Communications Office to develop creative ways of addressing talent acquisition challenges
    • Proactively seeks market intelligence to gain a competitive advantage in attraction, assessment, and sourcing methodologies
    • Suggests new ideas for improving talent acquisition activities
    • Researches talent acquisition trends in the staffing industry
    • Manages and monitors the intern program
    • Monitors and reports on workforce and succession planning strategy implementation
    • Monitors candidate experience and implements strategies to support positive outcomes
    • Works closely with new employees to improve work relationships, build morale and increase productivity and retention
    • Performs Special Projects and other duties as assigned, including but not limited to onboarding duties

    TECHNICAL COMPETENCIES:

    • Ability to assist in developing written materials such as questionnaires, surveys, etc.
    • Knowledge of basic statistics, research methods, and techniques for organizing and presenting data
    • Ability to use human resource-related databases, software, and applications
    • Knowledge of state human resource rules and regulations, policies and procedures
    • Ability to apply knowledge of human resource principles and practices to situations

    MINIMUM QUALIFICATIONS: Master's degree in a related area from an accredited college or university AND One year of related professional human resources experience in one or more of the areas of assignment OR Bachelor's degree from an accredited college or university AND Three years of related professional human resources experience in one or more of the areas of assignment OR One year of experience required at the lower level HR Spec 2 (HRP021) or position equivalent.

    NOTE: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

    AGENCY SPECIFIC PREFERRED QUALIFICATIONS: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience:

    • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or related field AND four (4) years of related experience
    • Experience with Recruiting and developing recruiting metrics
    • Excellent understanding of full cycle recruitment processes
    • Hands-on experience with Applicant Tracking System (ATS)
    • Excellent organizational and time management skills
    • Ability to multitask and prioritize daily workload
    • Creative thinker and proactive problem solver
    • A positive, “can do” attitude
    • HRIS experience
    • Excellent interpersonal skills
