Job Description
OVERVIEW: SUPERVISORY POSITION
MAJOR ACTIVITIES PERFORMED:
Plans daily and weekly schedules and establishes priorities on the basis of general work schedules, methods, and instructions from higher levels of supervision. Considers skills required, personnel, materials, specifications, and equipment available to do the work. Assigns work to subordinates and instructs them on work requirements, methods, and procedures as needed.
Assigns work to employees supervised.
Requisition necessary tools, materials and equipment and arranges for assistance of other trades when required.
Trains subordinates in proper work methods, use of new equipment and safe practices.
Ensures proper quantity of work and inspects work for quality.
Enforces safety, fire and other regulations and maintains good housekeeping practices.
Assists subordinates in difficult and complicated operations.
Keeps the Safety Health and Environmental Manager informed of status of work production.
Maintains records of individual’s time, man hours expended on job orders, accidents and injuries and causes of these, work progress and similar information and prepares related reports.
Performs various personnel functions, such as making performance ratings, recommendations concerning disciplinary or commendatory actions, promotions, demotions, transfers and separations.
Require adherence to all corporate core values, policies, and procedures in the execution of all responsibilities.
Ensure discipline is consistent and administered in accordance with company policies.
Work phase is normally moderate with short periods of high activity during power outages, severe weather, or ship movement.
Work requires climbing vertical and inclined ladders and brief periods of strained positions, such as kneeling, stooping and maneuvering in close quarters.
Must observe safety precautions and ensure compliance in safety by all personnel
Provide input to ensure assignments are accomplished on time and within cost
May be required to travel up to 25%
Shall complete required performance reports on all assigned employees and provide performance feedback.
Enforce performance and behavioral expectations.
Fairly and consistently document performance and behavioral infractions and deliver all documentation to the Maintenance Manager for review and action.
Must be able to work effectively with co-workers in a professional manner at all times.
Must be available to work overtime if required.
May be exposed to electrical shock hazards, steel projections, falls, poor lighting, and hazardous chemicals and conditions.
Recommends changes to work plans, methods and resources in order to improve effectiveness and efficiency.
Maintaining government furnished equipment.
Completing all assignments in a safe and timely manner.
Remediation of internal spaces including tanks and voids.
Monitor upkeep of portable sanitary facilities and designated smoking areas.
Conducts annual vessel and facility Workplace Safety/Hazard Inspections.
Conducts daily waterfront inspections for safety and environmental hazards.
Conducts hot work inspections and safety inspections of oil, hazmat, ballast and rainwater pumping operations.
Conducts safety and environmental inspections of asbestos and preservation operations.
Conducts atmospheric testing for safe personnel entry and hot work in enclosed and confined spaces.
Identifies, collects and performs sampling and analysis of hazardous materials and waste such as oil, oily water, asbestos, PCBs, lead and mercury.
Conducts heat stress monitoring and noise surveys.
Identify and repair (PACM/non-PACM) lagging discrepancies.
Properly remediate mold.
Responsible for the facility’s hazardous and non-hazardous waste storage and disposal, including operating the Hazardous Waste Accumulation Area.
Responsible for pre-designation of waste prior to generation and disposal.
Prepares reports of safety inspections and discrepancies.
SUPERVISION EXERCISED:
(a) Positions Directly supervised: Safety Environmental Hazardous Material Technicians
(b) Positions Indirectly supervised: Other trades executing work on the vessels or facility
SUPERVISION RECEIVED:
(a) Direct: Safety, Health and Environmental Manager
(b) Indirect: Project Manager
RESPONSIBILITY AND AUTHORITY:
(a) Employee Relations: Must maintain a close and effective working relationship with all employees
(b) Material or Product: As required by contract
(c) Equipment: Government Furnished Property, Government Furnished Vehicles, Equipment and materials as provided by the government
(d) Money: None
(e) Business Contacts:
a. Internal: All employees, leadership and management
b. External: Military, Sub-Contractors and government representatives
QUALIFICATIONS:
Minimum: Three (3) years of relevant ship maintenance experience OR relevant experience in the military. Must have the following qualifications/certifications or complete all qualifications/certifications as agreed to in the terms of the Offer Letter. Must have a current driver’s license and meet the requirements of the company’s Vehicle Safety manual
§ AHERA Building Inspector Certification & PA Asbestos Supervisor Contractor
§ 40-hour HAZWOPER Certification
§ Qualified forklift operator
§ Medically qualified and able to wear a negative pressure respirator
Preferred: Previous Navy, Coast Guard or Inactive Ship experience.
GENERAL INFORMATION:
In order to perform the essential job functions of this position, candidate must be able to write descriptive reports and verbally direct individuals and groups. May be exposed to sharp edges, fall hazards, hazardous chemicals and conditions, poor illumination and inclement weather.
KNOWLEDGE REQUIRED:
Comprehensive knowledge of SOP’s and directives governing Environmental Protection and Hazardous Material handling and disposal. Must have general computer skills and Microsoft Office program skills. Shall have a working knowledge of various safety, environmental, hazardous material and hazardous waste regulations to ensure that safety and environmental laws are adhered to. Shall have thorough knowledge of 29 CFR 1915 Maritime Industry Standards; and 29 CFR 1910 General Industry Standards. Shall have working knowledge of the Federal Occupational Safety & Health Act (OSHA); Navy Safety & Occupational Health program; Environmental Protection Act; Asbestos Hazard Emergency Response Act (AHERA); Water Pollution Prevention Act; Naval Inactive Ships Maintenance Office Instructions; and other Federal, State & Local regulations and instructions related to environmental and personnel protection.
SECURITY CLEARANCE:
a. Position requires a CONFIDENTIAL Security Clearance.
