    Job Description: Federal Business Development Manager

    Seeking a Business Development Manager (BDM) to lead our Federal Program business development in wide-ranging infrastructure security, resilience, and transportation programs. This position will have business development responsibilities that include identifying, qualifying, pursuing, and capturing new business opportunities related to critical infrastructure programs. The position location is flexible with teleworking as an option. Frequent travel to client locations, conferences, as well as Washington DC; Columbus, OH; and Atlantic City, NJ will be necessary. The Federal BDM will drive sales growth and expand the presence within DHS (and respective agencies such as TSA and CBP), DoT (and respective agencies such as FHWA and NHTSA), DoE, and other civilian agencies - to develop and win opportunities in the Federal infrastructure market for these clients. The Federal BDM is responsible for Federal pipeline growth and sustainment, meeting/exceeding sales goals, and proposal submittals.

    Overall responsibilities include:

    · Use extensive network of relationships, with both existing and potential clients, throughout federal agencies such as the DHS, DoE, DoT, and grow business within the DoD within their infrastructure security, resilience, and transportation programs.

    · Leverage relationships with other firms to cultivate strategic teaming relationships that best puts the organization in a position to win new contract opportunities.

    · Shaping, identifying, capturing, and managing strategic opportunities that support the Business Unit strategies.

    · Identify and structure opportunities where unmet client needs can be satisfied by internal research and development investments, thereby allowing the organization to bring new capabilities or offerings to new and existing clients and other organizations, both government and commercial.

    · Provide market and competitor intelligence to support prioritization of client and opportunity pursuits.

    · Collaborating/leading capture teams to establish overall proposal strategies and themes which clearly differentiate the organization from other potential providers of service. Coordinates the selection of proposal team member organizations (strategic partners, sub-contractors, etc.). Helps directs the efforts of the proposal team and assists in formulating an offering that persuasively presents the approach that meets the client needs and documents the value created for the client. Supports strategies that provide value at a competitive price.

    · Provides both hands-on writing as well as reviews of proposals.

    · Assists the Business Unit staff in the efficient and effective use of marketing resources across multiple client organizations to achieve growth and maintain margins.

    · Builds and maintains a robust pipeline of leads and opportunities capable of meeting or exceeding established Business Unit sales goals.

    · Contributes to the development of effective legislative initiatives to support business strategies and plans.

    · Demonstrated ability to provide technical presentations to internal and external clients and the ability to participate on proposal teams.

    · Experience in managing and providing clear direction to client teams and client account managers.

    Key Qualifications

    · Bachelor’s degree in Engineering or other Science related technical field with 15 or more years of related experience.

    · 8 to 10 years of experience in Federal Programs and Business Development.

    · Proven track record winning opportunities with Federal clients.

    · Proven track record of running a sales organization or a major portion of one ($50M+ annual sales).

    · Existing network of contacts within the DoE, DHS, DoT, and other Civilian agencies that have an infrastructure security, resilience, and/or transportation mission.

    · Knowledge of competitors in this market space and experience in competitive assessment and teaming.

    · Experience in writing, reviewing, and coordinating small and large government proposals.

    · Demonstrated ability to provide technical presentations to internal and external clients and the ability to participate on proposal teams.

    · Experience in managing and providing clear direction to client teams and client account managers.

    · Travel required, expected 30% to 40%.

    Preferred Qualifications

    · Master’s Degree or PhD, preferable in technical discipline.

    · Professional Engineering or other registration and/or certification.

    · Experience with Microsoft Client Relationship Management (CRM) tool.
