    Noblis MSD is seeking a Senior Contracts Administrator with experience supporting DoD contracts; specific experience supporting NAVY, NIWC Pacific and Atlantic is desired.  Under limited direction, this position requires the ability to administer, extend, negotiate, close and terminate standard and nonstandard contracts. Areas of responsibility include RFP review, proposal preparation, proposal/pricing review, negotiation, contract review to include risk recognition and coauthoring of contracts to ensure high probability of smooth contract execution. Reviews, interprets, recommends, and negotiates contractual terms and conditions and interprets established policies, procedures, and standard practices to develop proactive plans to ensure contract activities achieve desired objectives and timetables.

     

    Responsibilities will include, but are not limited to:

     

    • Identifying contract issues and providing leadership recommendations for possible solutions
    • Participating in and leading negotiating and modifying standard contracts and assisting in negotiating and modifying non-standard contracts/subcontracts
    • Reviewing, drafting as necessary, and negotiating terms and conditions of non-disclosure, teaming, license, and memorandum of understanding agreements
    • Advising management of contractual rights and obligations and providing interpretation of terms and conditions
    • Maintaining an awareness of regulatory changes and their impact on contracts/subcontracts, including export considerations
    • Maintaining, analyzing, updating, and developing various electronic and hard copy records
    • Making internal presentations and acting as a contact with customers and outside organizations
    • Being responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company
    • Demonstrating detailed and extensive technical expertise and application of government/commercial/international contract administration principles, concepts, and practices as well as comprehensive contract/subcontract management and leadership skills

     

    The preferred candidate must possess a solid foundation of knowledge and be proficient in the proposal process and the management of contracts throughout the life cycle.  Candidate must also possess an understanding of the Federal Acquisition Regulation (FAR).  The Contracts Administrator should also possess outstanding written and verbal communication skills and be extremely organized. Basic qualifications for this position are listed below.

    Required Skills

    • Bachelor's degree in business administration
    • Equivalent professional experience may be substituted in lieu of education
    • Reviewing bids and proposals to ensure they meet company policy and customer solicitation requirements
    • Must have a thorough understanding of applicable laws and regulations including Federal Acquisition Regulations (FAR) and FAR supplements
    • Demonstrated ability to coordinate, develop and produce a wide range of contract and subcontract documentation
    • Demonstrated ability to review procurement documentation for compliance with company policies and procedures and CPSR guidelines.
    • Excellent communication and negotiation skills
    • Demonstrated ability to work in a team environment with a minimal amount of direct supervision
    • Extensive Knowledge of MS Office applications (Microsoft, PowerPoint, Excel).
    • Working knowledge of database, spreadsheet programs, and integrated software application.
    • Demonstrated ability  to multi-task and support concurrent requirements for multiple internal and external customers and be able to manage time and prioritize workload, and work under firm and quick turnaround deadlines
    • U.S. citizenship required. 
    • Candidate must possess a Secret clearance or the ability to obtain one

    Required Experience

    • 10+ years of progressive professional experience in contract administration
    • Experience working in the Costpoint Contract Management Module
