    The Program/Policy Analyst coordinates and maintains CalOptima’s relationships with regulatory agencies. Specifically, the Program Analyst works to support, enhance and strengthen CalOptima’s policy infrastructure/platform/strategy at the state level, including contract compliance, statutory and regulatory obligations with the Department of Health Care Services (DHCS) and Department of Managed Health Care (DMHC).  This position requires the ability to complete a variety of detailed analyses, including the impact of public policy changes from the State of California and the Federal government on CalOptima.  This position manages and assists with projects and other assignments in the Regulatory Affairs department.  This position will interact with CalOptima’s executives and departmental management, legal counsel and State and Federal regulatory agencies. This position also supports other key CalOptima staff on related projects.

     

    POSITION RESPONSIBILITIES:

    • Assists in the management of CalOptima’s daily relationship with the Department of Health Care Services (DHCS) for CalOptima’s Medi-Cal program.
    • Assists in the management of CalOptima’s daily relationship with the Department of Managed Health Care (DMHC).
    • Maintains open lines of communication to ensure the ongoing trust and confidence of regulators in the program and management.
    • Researches, analyzes and make recommendations regarding the policy implications of certain major initiatives for CalOptima’s Medi-Cal program, e.g., integration of new benefits and populations.
    • Assists in the creation of communications and strategic alliances with regulators.
    • Assists with the coordination, tracking, and filing of regular and ad-hoc reporting to DHCS and DMHC.
    • Monitors and tracks regulatory communications from DHCS and DMHC impacting CalOptima’s Medi-Cal program.
    • Assists with the creation and revision of Medi-Cal policies and procedures, and ensures knowledge of same, related to assigned projects.
    • Supports the maintenance of public program benefit updates for accurate and consistent application by CalOptima and its provider community.
    • Works with all CalOptima departments in response to inquiries, problem-solving, and promoting CalOptima’s mission and message.
    • Researches and analyzes Federal, State, and local health policy issues and local budgets that may impact CalOptima’s Medi-Cal program.
    • Participates and represents CalOptima in meetings and calls with regulators and Associations and summarizes key points and impacts to CalOptima’s Medi-Cal program.
    • Other projects and duties as assigned.

    • Have access to transportation available for minimal local assignments outside of CalOptima’s facilities.
    • Utilize and access computer and appropriate software (e.g. Outlook, Word, Excel, PowerPoint, Visio and Microsoft Project) and job-specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position.

    Required Experience

     

    EXPERIENCE & EDUCATION:

    • Bachelor’s degree such as in Healthcare Administration, Healthcare Policy or a related field required. Master’s preferred.
    • 3 years experience in government, or in a public, or government affairs role in healthcare or equivalent experience required.
    • Experience working with regulatory agencies in California preferred.
    • Experience in healthcare or health plan requirements preferred.

     

     

    KNOWLEDGE OF:

    • Medi-Cal and managed care database requirements and functionality.
    • Knox-Keene Health Service Plan Act.
