    Job Description

    GRADE/LEVEL:  24 Reporting to the Manager, Business Solutions (IT), under minimal supervision, the Senior Developer will serve as lead and work with various business unit and IT resources to develop solutions for operational and ad-hoc reporting, ETL, data driven business decisions, and systems integration from technical specifications based on customer and business needs, industry best practices and available technology.

    The Senior Developer is responsible for complex cross-functional/cross-departmental organizational information problems through identification, analysis, synthesis, technical specifications, and solution development based on customer and business needs, industry best practices and available technology. This role will work across the entire organization to develop technical solutions based on functional, usability, reliability, performance and support requirements of a system, serving as a technical expert, providing the technical knowledge of the system to ensure the solutions being developed will satisfy the needs of the business. 

    The senior developer will take the leadership role on key projects and will guide, assist & mentor lower level developers.

    ESSENTIAL FUNCTIONS STATEMENT(S)

    •   Uses analytical, data and SQL development skills to produce reports to support the Business in making data driven business decisions. Includes producing both ad-hoc and regularly scheduled reports. Reviews data to ensure validity.

    •  Works with Business Systems Analysts, Business Stakeholders, vendors, and solutions partners to develop solutions for operational and ad-hoc reporting, ETL, data driven business decisions support, and systems integration.

    •    Design and develop SQL Server stored procedures, functions, views and triggers to be used during the development lifecycle and ETL process.  Implement processes and logic to extract, transform, and distribute data across one or more data stores from a wide variety of sources.

    •    Develops, implements, and supports application development practices.  Provides technical guidance to lower level developer staff. 

    •    Provides analysis and development support for initiatives, including business function support for system migrations and consolidations, business area process improvement projects, and product installations.

    •    Leads system requirements definition, design, testing, training and implementation support. Applies use of tools to define requirements and documentation. Develops and/or reviews departmental business system requirements and business systems design documents, customer acceptance test plans, and post-implementation plans.

    •    Works directly with external customers in implementing new reporting capabilities, systems enhancements and technology.  Work with Analysts and Business Users to translate functional specifications into technical designs for implementation and deployment.

    •    Provides analysis of efficiencies related to system enhancements/automation.  Refine and automate regular processes, track issues, and document changes.

    •    Developing use cases and test cases.

    •    Executes system testing.

    •    Facilitates and support user acceptance testing.

    •    Convert physical data integration models and other design specifications to source codes.

    •    Managing data analysis and integration of disparate systems

    •    Building intensive data acquisition and integration solutions in line with business requirements

    •    Perform and execute data extraction, transformation and loading using ETL tools.

    SKILLS & ABILITIES

    Education:    Bachelor's Degree (four year college or technical school) Required, Field of Study: A degree in computer science, information systems, or software engineering

    Or any combination of academic education, professional training or work experience, which demonstrates the ability to perform the duties of the position.

    EXPERIENCE:    

    •    5 plus years of experience in hands-on with SSIS, SSRS, SSAS design. Azure Data Factory

    •    5 plus years of experience in SQL development-developing and designing applications and/or reports on SQL server 2014+ and/or SQL DW aka dedicated SQL Pools in Azure Synapse.

    •    Health Care or other applicable industry experience.  Possess a very high level of subject matter expertise in a functional area, which may require expertise in benefits, claims adjudication, provider or employer contract administration, member and provider demographic management, QI (HEDIS reporting), UM/CM. 

    COMPUTER SKILLS:

    •    Experience designing and developing applications on SQL Server 2014+ and/or SQL DW aka dedicated SQL Pools in Azure Synapse

    •    Hands-on experience in writing T-SQL queries, Stored Procedures, User Defined Functions, Jobs, Cursors, Views and Triggers, optimized for database efficiency.

    •    Hands-on experience with SSIS, SSRS, SSAS design and development including Azure Data Factory

    •    Hands on experience with DAX and M Query, data import/export methods, Milliman MedInsight preferred.

    PREFERRED EXPERIENCE 

    •  Experience with various programming and scripting languages (JAVA, RPG, C, XSLT, various. NET languages, python, javascript, shell script...)

    •  Modeling tools such as Toad Data Modeler, Erwin or Embarcadero

    •  Experience designing, developing, testing, and implementing ETL solutions using any enterprise ETL tools (SSIS, Informatica, PilotFish).

    •  Health Care or other applicable industry experience.  Possess a very high level of subject matter expertise in a functional area, which may require expertise in benefits, claims adjudication, provider or employer contract administration, member and provider demographic management, QI (HEDIS reporting), UM/CM.

    •  Experience with healthcare-specific data exchange and integration formats, e.g. HIPAA EDI/X12, HL7, FHIR, NCPDP

    •  Experience implementing, configuring, and supporting BI technologies (preferably MS—SSRS and PowerBI, Milliman MedInsight)

    •  Database security, including integrity, backup, recovery, access, and changes. 

    •  Knowledge of integration concepts, patterns, and formats: XML Schemas, SOAP, WS Specifications, HIPAA EDI, JSON

    CERTIFICATIONS & LICENSES:   A valid California Driver's License and insurance.

     

    OTHER REQUIREMENTS:

    Research, analytical, organization, and time/project management skills required. Ability to work in a self-directed manner with minimal direction and oversight.

    Possess an understanding of health industry data elements, and understanding of how elements are used within departmental processes.

    Strong written and verbal communication skills, especially the ability to explain system and technical topics to non-technical resources.

    Strong business analysis, mathematical, statistical, and data analysis skills.
