    Job Description

    POSITION DESCRIPTION

    The Vetting Advisor’s primary duty will be to conduct vetting of law enforcement and security force candidates for assistance as required under the Leahy law. The Advisor will search electronic records, assess, and recommend a course of action with respect to derogatory information on individuals and/or units implicated in gross violations of human rights (GVHR) and non-GVHR cases, and human rights concerns regarding export licenses. The Advisor may provide backup to other DRL Vetting Advisors and will work with posts and WHA vetters to resolve any differences of interpretation of vetting results. The Advisor will perform secondary duties as required, including processing units for Leahy law remediation, re-adjudication, and performing human rights checks on Department munitions export licenses in USXPORTS.

    DUTIES AND RESPONSIBILITIES

    · Use the internet and classified databases to check security forces members’ and/or units’ name for derogatory information. If no derogatory information has been uncovered, approve request utilizing INVESTc, the State Department’s official system of record keeping for Leahy vetting. If derogatory information has been found, inform responsible DRL officer, regional bureau, PM vetting POC, and interagency stakeholders as appropriate, and work with relevant offices to verify the information. As required, use USXPORTS to record human rights checks for munitions licenses.

    · Complete vetting searches within designated timeframe, e.g., within 10 working days of receipt from post for Leahy vetting.

    · Compile data on office vetting requests. Provide periodic reports to management on vetting caseload, vetting timeframes, and completed vetting. Make recommendations on vetting procedure, when requested by management.

    · Participate in bureau, Department, and interagency meetings on issues related to human rights vetting.

    · Using open source and classified resources, develop foreign country security force organizational charts, and provide information to assist management in developing the list of countries and items of concern for munitions exports.

    · Map credible allegations of gross violations of human rights and other abuses, geographically, functionally, and in time. Advise which foreign units are ineligible for security assistance.

    · Provide support to developing individual country remediation strategies.

     

    MINIMUM QUALIFICATIONS

    · U.S. Citizenship.

    · A Bachelor’s Degree from an accredited institution.

    · Minimum of two (02) years’ work experience in international affairs, human rights, or another relevant field.

    · Demonstrated proficiency in Microsoft Office Suite and in conducting internet research.

    · Excellent oral communication and writing skills to include drafting of action and info memos, congressional testimony, press guidance and congressional and general correspondence.

     

    PREFERRED QUALIFICATIONS

    · Ability to develop professional working relationships with officers throughout the Department and with other foreign affairs agencies.

    · Knowledge of research and analytical methods to validate, evaluate, and interpret information obtained from a variety of sources.

    · Skill in oral and written communications to prepare and present analysis, to defend recommendations and proposals, and to participate in meetings and discussions.

    · Skill in using open source and classified information sources to map foreign security force units and actions geographically and functionally.

    · Familiarity with individuals, organizations, and other sources of expertise in the field of human rights in security assistance activities in the academic and non-governmental sector.

    · The ability to work independently and proactively.

    · Basic Spanish language reading ability.

     

    HOURS/LOCATION

    Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day. This position is located at the DRL/SHR office in Columbia Plaza (SA-1), 2401 E Street NW, Washington, DC.

     

    TELEWORK

    THIS POSITION HAS BEEN DESIGNATED AS 80% TELEWORK (ONLY FOR CANDIDATES WHO RESIDE WITHIN THE DC METRO 50-MILE RADIUS) AND WILL REQUIRE THE INCUMBENT TO REPORT TO THE PHYSICAL WORK LOCATION FOUR DAYS PER MONTH. This designation does not guarantee telework privileges for the contractor employee; INL reserves the right to expand the requirement for in-person presence at the physical work location if the contractor employee is unable to successfully perform the duties and responsibilities of the position remotely. INL may also require the incumbent to report to the physical work location additional days within a pay period as required to support office or program needs.

     

    CLEARANCE REQUIREMENT

    A Secret security clearance is required for this position; however, the Advisor may begin working with an interim Secret clearance.
