    Health Benefits is seeking a COBRA ANALYST. The COBRA ANALYST will be responsible for overseeing all aspects of the COBRA client and member experience. This includes benefit elections, payments, and reporting for COBRA, FMLA, retirees and LOA (company leave programs) participants. This position will be responsible for inbound & outbound calls from clients, members, third party affiliates as well as email and fax communications. 

     

    RESPONSIBILITIES INCLUDE:

    • COBRA Implementation (new clients & terminated clients)
      • Adheres to new client & terminated client process
    • Processes COBRA continuation paperwork for COBRA qualified benefits, issue monthly premium invoices, process monthly payments for COBRA participants; as well as ongoing account maintenance.
      • Issue COBRA elections paperwork in compliance with DOL requirements and deadlines (within 14 calendar days)
      • Completes daily auditing process for keyed notifications from the COBRA database.
      • Completes daily fulfillment of COBRA documentation to subscribers and dependents, adhering to PHI guidelines
    • Coordinates and processes all assigned group data related activities with respect to COBRA Administration (including (Federal, State and International), retiree benefit programs & client specific company leave programs.
      • Maintains organized files regarding enrollment, termination, and changes. Makes sure files contain supporting data necessary to render decisions made on client specific benefits & policies
      • Reports inconsistencies in eligibility, plan structure, account set-ups and systems structure to management. Research inbound escalations and suggests corrective actions for prevention in future situations. Build of member records in COBRA database as necessary
      • Run daily database processing for all input entered the previous day
      • Interaction with third party vendors and administrators to update member benefits and coverage dates
      • Provide clients with reporting of enrolled, notified and terminated membership as requested
    • Maintains data integrity within COBRA database
      • Adheres to rate renewal process for COBRA clients
      • Analyzes all group renewals, off-anniversary and termination requests for accuracy, reasonability and completeness. Works closely with the COBRA team and other teams when inconsistencies are found
    • Maintains quality standards for performance
      • Meets or exceed Department of Labor COBRA regulations
      • Meets or exceeds 98% in all aspects of client calls
    • Answers inbound calls through the COBRA queue and independently responds to questions and emails sent to the COBRA email address within standard turnaround time.
    • Process incoming & outgoing mail daily
      • Retrieve voicemail message from COBRA team inbox
      • Retrieve and sorting inbound faxes to individual analysts’ folders
      • Collect & mail all outgoing mail
    • Distribute COBRA database processing output to COBRA team daily
    • Other duties as needed/assigned.

     

    QUALIFICATIONS INCLUDE:

    • High school diploma or GED equivalent.
    • 1 year of COBRA, FMLA, LOA and retiree administration/coordination experience.
    • Knowledgeable in handling various types of Federal, State and Company leave programs.
    • Understanding of Administration System processes (premium administration, eligibility, claims, billing, commissions, reporting and premium administration).
    • Customer service experience in a professional setting
    • Knowledgeable in Microsoft Excel, Word, and Outlook
    • Strong problem-solving ability
    • Must possess strong organizational skills that will allow for multi-tasking
    • Excellent interpersonal skills
    • Positive attitude and willingness to learn
