    PATH Kenya is the lead implementing Partner for the USAID Nuru Ya Mtoto which is a USAID project funded by PEPFAR. The project’s focus is to increase use of high-quality, county-led health and social services, prevent new HIV infections, and reduce OVC and AGYW vulnerability. The project is implemented by PATH Kenya with ADS Nyanza as a consortium partner. The project is implemented at the county level, in the community and health facilities in the counties of Homa Bay, Kakamega, Kisumu Nyamira, Vihiga, Migori, and Kisii, in close collaboration with and support of county health management teams, department of children and social services and the Ministry of Health of Kenya.

     

    PATH Kenya through USAID Nuru Ya Mtoto Project seeks to recruit two (02) HUMAN RESOURCES OFFICERS (HROS) -HRH who will partner closely with the project and the Counties HR teams to ensure that the project’s Human Resources for Health (HRH) mandate at project and supported Counties level is implemented efficiently. The HROs will proactively reach out to provide HR support to the health workers through a variety of innovative methods. They will be the project’s HRH point of contact will ensure proper running, documentation and monitoring of all Health workers contracted by the project.

     

    JOB RESPONSIBILITIES:

     

    • Partner with the county health HR units on HR issues relating to contracted staff towards improved service delivery in project supported sites.
    • Provide oversight and coordination in the county recruitment processes i.e. participate in drafting job advertisements for vacant positions, screening applications, short listing, interviewing and deploying heath workers to project supported sites for efficient service delivery.
    • Advice/update the project management on HR statutory requirements and policy matters.
    • Work closely with the project as well as County HR team to support the Hiring Managers of new staff to prepare orientation programs to ensure the new hires have well rounded orientation on PATH Kenya’s policies and expectations.
    • Take leadership in responding to all HR queries as well as provide first line support by responding to queries directly fielded by staff via phone or email. Ensure queries are addressed in line with stipulated turn-around times. Manage any emerging as well as existing HR concerns and provide internal communication support on Human Resource issues. Escalate issues that require higher level management promptly.
    • Actively participate in HR audits, ensuring that contracts and other relevant documents are filed and retrieved in a timely manner.
    • Provide guidance to enable support and management of contract health workers in the county i.e. onboarding, supervision, timesheet management, grievance handling and their smooth transition to the respective counties. Management of timesheet processes include receipt, recording, tracking, stamping and onward transmission for payroll processing.
    • Validate payroll data, timecards and provide refresher training to teams as appropriate.
    • Support accurate tracking and monitoring of all types of leave for staff and reconcile with timecards before submission and filing.
    • Oversee verification of staff presence at post on a weekly basis, in close liaison with project staff as well as facility in-charges. Conduct spot checks scheduled site visits and other initiatives to ensure staff are accurately paid as per the days worked.
    • Ensure timely communication and coordination with the NYM project and PATH Kenya on matters relating to contract workers transfers, disciplinary issues as well as work attendance monitoring.

     

    Required Skills Required Experience

     

    • A Bachelor’s degree in Human Resources, social sciences, or related field.
    • A diploma in Human Resources Management or master’s degree in HR will be an added advantage
    • At least five (5) years relevant and progressive HR experience in Human Resource Management in a busy HR office/set up.
    • Familiarity with public sector HR issues and Human Resources for health work experience.
    • Ability to multi-task, handle pressure and work as a team player in a diverse working environment.
    • Excellent organizational skills
    • Flexible, detail oriented and adaptable to changing priorities to meet strict deadlines.
    • Strong demonstrated interpersonal and communication skills, both written and verbal.
    • Ability to take initiative and work independently with minimal supervision.
    • Excellent computer skills using Microsoft Office Suite required, additional software preferred.
    • IHRM certified.

  • Qualifications

    Required Skills:

    • At least two years of supervisory experience in a food manufacturing environment.
    • Working knowledge of good manufacturing practices, hazard analysis and critical control points, lean manufacturing and other food safety, quality and manufacturing principles.
    • Ability to communicate effectively in writing and verbally with employees at all levels of the organization.
    • Ability to work with employees at all levels and to motivate direct reports; specifically mentoring and coaching individuals and identifying short- and long-term development needs and providing appropriate support.
    • Ability to manage multiple priorities at one time using effective organizational skills and judgment in an environment of frequently changing circumstances.
    • Ability to use the Microsoft Office suite of applications; specifically using Word to create and modify documents, Excel to record data and calculate results, and Outlook to communicate internally and externally
    • Four year college degree in business management, production operations management, agricultural science, food science or equivalent communication and analytical ability acquired through work experience.
    • Work is generally performed within a manufacturing environment subjected to temperatures of cold and warm along with wearing the proper PPE, with standard office equipment available along with plant manufacturing environment.
    • While performing the duties of this job, the employee is regularly required to sit, stand, bend, walk, use hands or finger, talk, hear, feel objects, tools, or controls; may be required to lift up to 50 pounds. Vision abilities include close vision to a computer screen
