    Qualifications

    DATA AGGREGATION LEAD

    • Ensures that all health insurance data aggregation and reporting requirements are met.

    • Interfaces with Issuers and other data sources.

    • Ensures aggregated data integrity.

    • Establishes, manages, and monitors data aggregation and data quality procedures.

    • Manages data aggregation requests and associated activities.

    • Manages informational resources pertaining to inquiries, system configuration, and data files.

    • Establishes the principles by which data management activities are executed and defines the goals, objectives, and standards of the required information architecture.

    • Creates, documents, reconciles, and maintains logical and physical data models.

    • Captures, integrates, and publishes descriptive metadata across the various applications and tools (modeling, integration, etc.).

    • Analyzes and measures data quality levels, identifies data quality issues, and works with data stewards, users, and other IT functions to improve data quality.

    • Provides full time (100%) data aggregation support from implementation through the entire duration of the Agreement (i.e., time available to support Covered California data aggregation is not decreased by time commitments to other clients or to HEI 2.0 data analytics).

    • Along with the Data Analytics / Reporting Lead, assumes and executes applicable account / project management responsibilities upon departure of Account / Project Manager.

    • Bachelor’s degree or equivalent work experience.

    • At least four (4) years working with health data (i.e., enrollment, claims, providers, etc.).

    • At least four (4) years of information technology, data architecture, and management experience for a government or private sector health care payer or provider, including at least three (3) years on a project similar in scope and size to HEI 2.0 or "health insurance exchange"

    • Significant experience designing, constructing, modifying, maintaining, and operating interfaces and integrating data submissions for the Contractor’s technology.

    • Significant experience working with the data structures and processing capabilities of the Contractor’s technology.
