  • Responsibilities

    As an Executive Program Analyst, you will support Program Manager, Intelligence Systems and Analytics (PM IS&A) as Subject Matter Expert within the Pentagon on assigned systems and programs. Duties and responsibilities include but are not limited to the following.

    • Provides expert analysis and informative recommendations to senior leaders in their decision making.
    • Presents cost, schedule and performance risk associated with recommended courses of action and alternative solutions.
    • Individuals serving in this position must be a recognized acquisition authority with technical knowledge of the specialty area assigned.
    • Conducts analysis and evaluation of related technologies, programs, and issues.
    • Coordinates with Headquarters, Department of the Army (HQDA) staff, Army Acquisition Executive (AAE) agency personnel, appropriate Army representatives in office of the Deputy for Acquisition and Systems Management (DASM), and other officials and groups to ensure up to date awareness of Program Executive Office (PEO) program planning and execution.
    • Provides acquisition and/or staffing assistance to PEOs and their leadership when requested or directed.
    • Serves as the ASA(ALT) focal point for leading and executing Army-level oversight of cost, schedule, performance, systems integration, interoperability, modernization efforts, Joint Capabilities Integration and Development System (JCIDS) requirements validation, and Planning, Programming, Budgeting, and Execution (PPBE) support.
    • Serves as the Army's principal expert for defending and justifying assigned portfolios, synchronizes program actions, and decisions before the Department of Defense (DoD) and Congress.
    • Serves as the acquisition subject matter expert on assigned special programs.
    • Provides critical thought and expert analysis that provides informed recommendations for senior leader decision making regarding program cost, schedule, and performance.
    • Presents cost, schedule, and performance risks associated with recommended courses of action and alternatives.
    • Advises the ASA(ALT) leadership in the oversight, management, and execution of assigned programs.
    • Monitors critical path activities for proactive management and shaping, and develops and recommends innovative approaches to manage, execute, and streamline programs and processes.
    • Performs other special assignments as assigned by the Assistant Deputy for Acquisition Systems Management (ADASM) and DASM.
    • Fosters and maintains productive, cooperative relationships with all stakeholders to include ASA(ALT) staff, HQDA, Office of the Secretary of Defense (OSD), Joint Staff, PEOs/Program Managers (PMs), Congressional representatives, other services, and Industry to assist in the support and execution of assigned programs.
    • Participates in working groups, Integrated Product Teams (IPT), program reviews, and other meetings for assigned programs.
    • Advises and supports PEOs/PMs in the planning and execution of their assigned programs.
    • Leads IPTs in order to achieve the best value decision for the Army.
    • Develops and refines the necessary products for assigned programs to include briefings, information papers, memoranda for record, and conducts briefs to facilitate effective communication among stakeholders, to include ASA(ALT) leadership, HQDA, OSD, Joint Staff, Congress, and Industry.
    • Keeps leadership and other stakeholders well-informed on assigned programs by ensuring timely and relevant distribution of command level and cross-functional information on a regular basis.
    • Shares lessons learned, best business practices, and institutional knowledge across the workforce, and ensures the DASM has access to the most current information regarding his/her duties, programs, and processes.
    • Serves as the ASA(ALT) subject matter expert in the PPBE process on assigned programs.
    • Ensures assigned programs are fully and accurately documented and defended in PPBE activities.

    DESIRED QUALIFICATIONS

    • Prior experience as a Department of the Army Systems Coordinator (DASC)

    Required Experience

    • A minimum of twenty (20) years’ experience managing government programs is required.
    • 20 years’ experience in technical program management to include budgeting, scheduling, trade-off analysis, lifecycle costing, risk management, supportability, test and evaluation, and requirements development
    • 10 yrs direct experience with coordination of defense acquisition programs at the higher Army and/or DoD levels
    • 10 yrs direct experience with verbal and written communication to include presentations and/or briefing to top level managers, SES, general officers or equivalent
    • Bachelor’s Degree in Business or Accounting or related degree.
    • Active Top Secret Security Clearance
