    CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking a Public Affairs (PA) / Media Analyst /Exercise Planner for the External Elements (EXELMS) section of the United States Marine Corps MAGTF Staff Training Program (MSTP). This position is a Part-Time On Call (PTOC) requirement to provide expertise in the development and execution of MEF/MEB-level exercises. The analyst will understand joint military operations, how a MEF/MEB supports the joint fight, and how the media can affect military operations. The analyst will assume the lead in the integration of PA/media events into the overall scenario and will be responsible for producing exercise planning products, to include COCOM/JTF/Fleet-level operation orders related to Public Affairs.  During exercise execution, this position will transition to the role of EXCON Media Cell Lead and will oversee the development of media products which will enable the achievement of training objectives. This opportunity provides support to the United States Marine Corps MSTP which provides training in MAGTF across the range of military operations, within the context of a Joint and/or Combined Task Force environment, to improve the warfighting skills, with the main effort of providing training and support.

     

    TASKS INCLUDE:

    • Collaborate with uniformed military and contractor counterparts in the design of PA and Media events for simulation-driven and scripted training exercises for MEF/MEB-level MAGTF Staffs.
    • Create and edit documents, analyzes problem areas, and collaborates on feasible solutions.
    • Attends conferences and meetings at the resident site (as required) and other locations off site.
    • Acts as a PA/Media working group Lead as part of an exercise design team.
    • Identifies Media requirements in support of all Master Scenario Event List (MSEL) storylines in coordination with other exercise design planners in support of MEF/MEB level exercises.
    • Coordinates with US Army G-27 for an exercise-specific website on the Information Operations Network (ION). Determines which media sites are relevant for each exercise and ensures they reside on ION.
    • Provides guidance to EXCON Media Cell personnel in the development on social media personalities and other media personnel and ensures they are incorporated into the ION database.
    • Arranges for and conducts face-to-face and remote interviews of General Officers and other senior members of the training audience during exercise execution.
    • Authors applicable documents and enclosures to Exercise Agreements and Planning Books in support of the overall exercise design and training audience operational planning.
    • Participates in and conducts reviews and structured walk-throughs of exercise design and training events, operation orders and plans and JTF/component command level battle rhythm events.
    • Provides inputs and participates in Final After Action Reviews and structured walk-throughs of events, operations orders and plans, and information gathering requirements.

    • Possess detailed and functional knowledge of the Information Environment (IE), social media trends, and Marine Corps/Joint approaches to engaging the public.
    • Ability to establish and maintain an effective working relationship with internal and external stakeholders throughout the exercise life cycle.
    • Experience writing applicable PA orders/Public Affairs Guidance (PAG) in the USMC and Adaptive Planning and Execution (APEX) format.
    • Experience developing and integrating PA/Media products in to exercises.
    • Experience conducting in-person and virtual interviews of senior military personnel.

    DESIRED SKILLS:

    • Proficiency using MS Word, Excel, Outlook, and Adobe programs.
    • Strong verbal, written, interpersonal, communication and presentation skills.

    Required Experience

    • Bachelor’s degree from an accredited college/university with 15+ years’ direct relevant work experience

     

    TRAVEL:

    10-15%, mainly to Camp Pendleton, CA; Camp Lejeune, NC; Camp Courtney, Okinawa, Japan.
