Jennie Joiner with The Forum Group PNW is working with our growing Eugene-based nonprofit client to fill an HR Manager non-union position that is undergoing an exciting period of organizational growth and cultural evolution. With a small, dedicated team primarily working remotely across Oregon, our client is building strong internal systems, strengthening collaboration, and preparing for their first collective bargaining agreement. This is a newly created position and an opportunity to build HR infrastructure from the ground up while helping shape a collaborative, equitable, and trust-centered workplace culture.
Position Overview
The HR Manager is a key leadership partner responsible for developing, implementing, and overseeing HR systems, policies, and practices that support a legally compliant, equitable, and values-driven workplace.
This role will play an important part in supporting the organization during and after union negotiations. While union experience is not required, a willingness and openness to work in a unionized environment is essential.
This position is not part of the bargaining unit.
Key Responsibilities
HR Systems & Compliance
- Develop and maintain HR policies, procedures, and internal systems
- Update employee handbook (including alignment with collective bargaining agreement once finalized)
- Implement and manage HRIS/database systems (no system currently in place)
- Oversee personnel files, benefits administration, and compliance documentation
- Partner with bookkeeper on payroll review and HR-related changes
- Manage workers’ compensation, OSHA compliance, and safety procedures
- Conduct and document internal HR investigations as needed
Employee & Labor Relations
- Serve as a trusted resource for employees and leadership on workplace matters
- Support labor-management communication and participate in bargaining sessions as appropriate
- Assist with grievance processes and CBA implementation once finalized
- Help build structured systems that align with union requirements
Recruitment & Onboarding
- Lead full-cycle recruitment efforts
- Develop equitable hiring practices and recruitment pipelines
- Manage onboarding and offboarding processes
Performance Management & Staff Development
- Oversee performance evaluation processes
- Coach supervisors on feedback, conflict resolution, and employee development
- Support training initiatives and staff wellbeing efforts
- Help co-create systems that reinforce collaboration and accountability
Ideal Candidate Profile
- Willing and open to working in a union environment (union experience not required)
- Pro-union mindset and comfortable supporting collective bargaining implementation
- Resourceful and solutions-oriented
- Personable and approachable; someone staff feel comfortable bringing concerns to
- Excited to help build systems, processes, and culture
Required Qualifications
- Bachelor’s degree in a related field with 3–5 years of professional HR experience, or
- 7–10 years of professional HR experience
- Experience in employee relations, benefits administration, investigations, recruitment, onboarding, and compliance
- Strong knowledge of federal and Oregon employment law
- Ability to handle sensitive matters with discretion and integrity
Work Environment & Schedule
- Hybrid preferred (2–3 days/week in Eugene office); fully remote considered within Oregon
- If remote outside Eugene, occasional in-office presence required
- Annual leadership retreat participation expected
