Job Description
The Program Manager is responsible for leading a diverse team of approximately 150 scientific and technical professionals and managing the day-to-day operational activities for the NASA Kennedy Environmental and Medical Contract (NEMCON). This position is directly responsible for the effective, efficient, and responsive organization of assigned personnel, government and company property, contract performance metrics and deliverables, and meeting assigned cost metrics.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
- Serve as the company’s primary interface with the Government management personnel and customer agency representatives for all matters related to program implementation and service delivery. Responsible for overall contract performance.
- Ensure the safety of all assigned personnel and develop and implement a process for assessing and managing risk associated with NEMCON activities. Ensure the safety of other on-site personnel and public visitors to KSC where they may be impacted by NEMCON operations. Comply with all applicable Federal, state and local laws and regulations, as well as NASA policies, procedures and guidelines, and provide an auditable record of compliance.
- Institute an on-site centralized program management office (PMO) and a single set of consolidated and easy to understand contract specific policies and procedures. Establish, document, implement, and maintain a quality assurance program for all internal processes, controls, metrics and procedures.
- Conduct routine review meetings with the client providing insight into the overall project progress.
- Analyze applicable regulatory and statutory requirements and identify to the client potential trade-offs with contract functions to ensure compliance.
- Provide financial data as required to support multi-program budgets, to include but not limited to multi-year planning, programming, budgeting, and execution; annual operating plan; task orders; and special requests for budget impacts.
- Implement a customer-oriented management information system(s) to provide work control and planning processes that shall be responsive and simultaneously support multiple customers having competing requirements and priorities.
- Ensure contract and financial management requirements are accomplished and accounted for in accordance with applicable Federal, Agency, and company procedures and regulations.
- Recruit and maintain a skilled workforce. Ensure personnel have and maintain the technical and professional training necessary. Implement strategies to establish and sustain appropriate relations with labor unions while using prudent business practices to facilitate cross-utilization of the workforce.
- Provide on-going business analysis and respond to deliverables and ad-hoc requests from customers relating to budget, schedule, and cost performance.
EDUCATION AND EXPERIENCE
- At least 15 years of experience in a relevant engineering or technical field with a minimum of 10 years of experience as a program manager or related position.
- Master’s Degree from an accredited college or university in a relevant technical or business discipline.
- Bachelor’s degree from an accredited college or university in a relevant medical, engineering or science discipline and additional 5 years of senior management experience may be considered in lieu of a Master’s Degree.
- Experience in leading large, diverse teams with multiple tasks, deliverables, and responsibilities including successfully managing the delegation of responsibility and accountability to multiple subordinates.
- Experience managing Federal contracts in aerospace or other highly technical support activities.
- Must be eligible for a Top Secret clearance with the federal government.
