About the Position
Jefferson East, Inc. seeks a HUD-certified Housing Counselor for its Resilient Humans division. Reporting to the Chief Resiliency Officer, this role includes individual and group housing counseling, maintaining HUD compliance, and coordinating with the Detroit Housing Network to connect residents with city services like Home Repair Loans and Lead Abatement. The counselor also works with the Director of Home Repair & Resiliency on client management for home repair programs.
** _Position Duties & Responsibilities _**
HUD + Housing Counseling Program Management + Intake
- Oversees JEI’s compliance as a HUD-approved housing counseling agency.
- Delivers housing counseling services following HUD-approved guidelines.
- Counsel & interview residents with respect to their overall financial situation as it relates to home ownership or renting, budgeting, debt reductions, credit rebuilding & education.
- Create a budget and a detailed action plan for all clients
- Manage, empower, & support housing counseling & intake staff
- Design & implement comprehensive housing education programming for homeowners & renters in various stages of life.
- Works with the Chief Resiliency Officer to ensure activities align with the HUD-approved work plan.
- Manages timely completion of specialized reporting and tasks, including maintaining the HUD housing counseling system and HUD 9902 reports.
- Ensures all HUD housing counseling activities and services comply with federal, state, and local regulations.
Detroit Housing Network (DHN)
- Lead in-house administrator of DHN’s client management system called Homekeeper
- Supervise accurate client data entry by the housing counseling team
- Maintain client files and program records per HUD, DHN, and Homekeeper standards
- Implementation of CDBG housing counseling services grant
- Managing housing counseling services programs as outlined by the CDBG grant.
- Working with the accounting team to prepare and submit monthly reimbursement requests.
- Monitoring the different types of housing counseling services offered to residents and creating monthly exhibits to support reimbursement submissions.
- Manage & expand JEI’s role as a lead partner in the Detroit Housing Network (DHN)
- Act as the primary liaison to DHN.
- Participate in weekly and monthly meetings with the City of Detroit’s housing network manager.
- Ensure that JEI effectively fulfills its responsibilities as a DHN partner. Keep the network manager apprised of any challenges regarding Homekeeper, HUD reporting, and other matters that may arise as part of DHN participation.
MSHDA
- Manage MSHDA Homeowner’s Education Program (HEP) & HUD Consolidated grants.
- Overseeing all housing counseling activities supported by HEP and HUD grants.
- Submitting reimbursement requests according to grant guidelines.
- Fulfilling reporting obligations required for MSHDA grants.
Contribution to Overall Program Growth + Strategy
- Help shape JEI’s pre-purchase, renter, and financial counseling services.
- Build relationships with lenders, realtors, and other professionals to develop referrals.
- Assist in understanding & implementing disaster recovery and preparedness counseling within JEI’s Resiliency Framework.
__ ** _ Qualifications_**
- Must have your HUD housing counseling certification for at least 3 months.
- Familiar with housing issues commonly faced in urban neighborhoods.
- Experienced and knowledgeable in traditional foreclosure counseling.
- Strong project management abilities, able to handle multiple priorities and meet deadlines.
- Skilled in decision-making and critical thinking.
- Self-motivated, demonstrating the ability to work independently, take initiative, and excel in a fast-paced, entrepreneurial setting.
- Flexible schedule, available for at least one weeknight and occasional Saturdays. Proficient in Microsoft Office applications (Word, Excel, PowerPoint).
_ ** Education & Experience**_
- Already a HUD certified housing counselor
- Experience with housing-focused CRM systems (e.g., Homekeeper, Salesforce, HUD CMS)
- 3–5 years in housing revitalization, mortgage, or homeowner services management
- Traditional foreclosure methods
- Project management
- Community engagement and outreach
- Administering grants/services for post-purchase, home repair, or maintenance
- Collaborating with national leaders/partners in senior service, health, or housing support
- Nonprofit organization experience preferred
Compensation & Benefits
As a part-time, hourly contractual position with a compensation rate of $30 per hour:
* Housing counseling services will be performed under a formal agreement.
* Payment will be made solely for actual hours worked and properly documented, as mutually agreed upon by both parties.
* This position does not include benefits such as health insurance, paid time off, or retirement contributions.
As a full-time position with benefits - $60,000–$65,000 (based on qualifications):
