Job Title: HQS Inspector (Housing Quality Standards)
Job Location: Chesapeake, VA 23320
Pay rate: $28.50 - Full time 8:00am-5:00pm
Position Summary:
Under the general supervision of the Director of HCV Programs, performs quality housing inspections on HCV, Public and Conventional housing units. Work involves moderately complex administrative duties and requires the use of independent judgement and initiative.
Job Duties:
- Conducts housing unit inspections in accordance with HUD and the City of Chesapeake Housing code specifications to assure unit’s compliance with both HCV and Public Housing program requirements.
- Obtains information on housing unit’s structure, construction material, age, and other information including rent reasonableness; performs initial, annual, special complaint, and re-inspection of housing units; prepares inspection documents following unit inspection, and forwards results of inspections to supervisor and other involved parties.
- Communicate with property owners concerning compliance with housing quality standards.
- Advises HCV clients and owners on housing unit deficiencies and needed repairs.
- Prepares, reviews, prints, and distributes inspection reports as required.
- Schedules HQS/Public Housing Inspections as required.
- Copies of HQS inspections are sent to the HCV case manager for deficiency letters to be completed.
- Special inspections are conducted as necessary
- Enforces CRHA’s policies and HUD rules and regulations.
- Performs related duties as required and may be expected to work hours more than, and/or outside of their normally scheduled hours, and perform basic duties outside of their normal role in response to short-term department needs or emergency situations.
Requirements:
- Considerable knowledge of building and grounds construction and maintenance.
- Basic knowledge of all housing construction trades including plumbing, electrical, heating, structural, etc.
- Ability to maintain records and prepare reports and statements.
- Ability to move large pieces of furniture such as sofas to complete inspections.
- Ability to stoop, kneel, bend, stretch, crawl, etc. Ability to climb a ladder.
- Graduation from high school, supplemented by training and/or college level courses in construction management, general management, or related field.
- One (1) to three (3) years’ experience in progressively responsible structural inspection experience. Experience in Federally assisted property management, HUD/Section 8 programs desirable.
- Possession of a valid Commonwealth of Virginia driver’s license.
- Must pass a criminal background check.
- Must pass HCV (Section 8) Housing Quality Standards Examination within one (1) to two (2) years.
