    Job Description

    POSITION OVERVIEW

    The Procurement Manager will be responsible for managing the procurement team and driving the subcontract buyout process of major construction services (civil, mechanical and electrical) from RFP to Contract execution. They will be responsible for overall coordination and development of subcontract agreements as well as supply agreements as needed.

    This position reports to the Director of Cost Management, or another senior management personnel that the Vice President/President of the Company may designate. This position is located in Irvine, California and working hours are Monday through Friday, from 8:00am to 5:00pm or 9:00am to 6:00pm.

     

    RESPONSIBILITIES:

    • Collaborate with internal and external stakeholders to leverage the experience to optimize the procurement of major services;
    • Manage RFQs/RFP process for submission to executive team for approval with little to no direction:
      • Establish, maintain and meet bid schedule;
      • Obtain necessary documents from stakeholders to create RFP;
      • Obtain bids and maintain bidders list;
      • Prepare and submit bid evaluations for executive approval;[KN2]
    • Develops and Negotiate Subcontractor, Vendor Purchase Order agreements to minimize risk and maintain leverage over optimum supplier performance during project execution and through O&M (Operations & Maintenance) phase;
    • Support teams on supplier escalations with technical disputed items, schedule, revenue-risk and on-going support services;
    • Manage, evaluate and maintain subcontractor and vendor pre-qualification database;
    • Manage Purchase Orders/subcontracts and Master Service Agreements;
    • Manage and buy the project insurance such as builder’s risk and general liability[KN3] [SY4]
    • Negotiate MSA (Master Supplier Agreement) disputed items with subcontractors to minimize financial risk as well as maximize project profitability;
    • Develop and review Scopes of Work, Bill of Materials, budgets, standards, and quotes from suppliers & vendors;
    • Developing and maintaining a working database of all materials, suppliers, products, etc., tracking history of project costs, schedules, and scope (lessons learned);
    • Ensure that project costs are properly categorized and that a feedback loop mechanism is in place to compare and adjust estimating costs vs. actual project costs including, but not limited to production rates and cost of materials;
    • Track and report diversity spending among subcontractors/vendors;
    • Sourcing Battery Energy Storage System and cooperate with ESS development team;
    • Sourcing other suppliers module (from top tiers as needed);
    • Coordinating and managing one or more internal project teams/projects;
    • Place and process purchasing transactions according to agreed terms;
    • Monitors all equipment purchases to ensure purchase order information matches the shipment and Confirm subcontractor compliance and meets project requirements;
    • Maintain accurate and complete Purchasing records in accordance with record retention procedures;
    • Produce metrics that reflect operational Purchasing performance of the team;
    • Collaborating with team members when necessary to ensure effective communication and results; and
    • Perform other duties and special projects, as assigned by Management.

    QUALIFICATIONS:

    • Bachelor’s Degree or higher in Procurement/Subcontracting, Engineering, or other related field preferred
    • Minimum of 8 years of experience or equivalent in procurement and subcontracting with construction contract management
    • Minimum 3 years of experience in solar and/or construction field project at the project size of over $30M in procurement of equipment/material or subcontracting
    • Experience of procurement and subcontract for Battery Energy Storage System
    • Willingness to travel up to 15%
    • Strong organization and time management skills required
    • Extensive work experience in the management and completion of large scale projects (solar PV projects in particularly)
    • Assertive, ability to cope with dynamic surroundings
    • Customer service skills including experience in conducting Suppliers’ reviews and evaluation, and maintain good business relationships
    • Strong understanding with ERP system and SAP
    • Able to identify, investigate and solve problem that might arise with order and in timely manner
    • The ability to prioritize multiple and simultaneous projects, issues, and activities
    • Strong interpersonal skills, written and verbal communication skills, and implementation and facilitation skills
    • Advanced knowledge in Microsoft office tools.
