    PATH is implementing Digital Square project in Vietnam, a partnership of the world’s leading digital health experts working together with countries to strengthen digital health systems. In pursuit of our Mission: connect health leaders with the resources necessary for digital transformation, Digital Square offers a new way to invest in digital health—providing a space where countries and members of the global community can gather to think big and do good, together. By convening government officials, technological innovators, donor and implementation partners, and others across borders and boundaries in the Digital Square, we can grow possibility into reality by focusing on our common goal: connecting the world for better health. Digital Square works in three key ways:

     

    Co-investment: We coordinate investments in digital health to maximize the impact of every dollar spent.

    Global goods: We scale tools and technologies that can be adapted to different countries and contexts.

    Digital market readiness: We create digital market readiness by building capacity with governments, local technology developers, and health workers.

     

    The project is looking for a TECHNICAL PROJECT ADVISOR, to provide the support on the implementation of sustainable health information systems for the PATH/Digital Square project in Vietnam. This position is a blend of hands-on project manager, product owner, systems analyst, and technical resource. Applied skills in systems thinking, project management, systems analysis, client relationship management and working with multiple technical teams to support program delivery are required. This position is based in Hanoi and requires the ability to travel up to 25% of the time to Ho Chi Minh City.

     

     

    RESPONSIBILITIES:

     

    • Advise on technical activities of the project including supporting team deliverables and coordinating project work across global technical advisors and partner staff.
    • Support the coordination of Health Information System (HIS) partners, health officials and other key stakeholders during system requirements definition, design, development and launch effort.
    • Facilitate meetings and workshops, particularly those involving senior level stakeholders.
    • Collaborate with HIS partners to determine the data standards and digital health architecture for the system
    • Coordinate closely with PATH’s global team working on digital health to ensure synergies and experience sharing across PATH.
    • Provide guidance to determine formulations and technical solutions to implement indicators of Provincial Dashboard (Provincial Quality Monitoring Dashboard).
    • Provide guidance on software and data quality assurance.
    • Contribute to the donor and internal reports.
    • Work closely with PATH team members and the donor to communicate challenges, bottlenecks, solutions, and successes and generate required reports and other deliverables as needed.

     

     

     

    Required Skills Required Experience

     

    • Degree in information systems, related field, or public health with experience in health information systems. Master’s degree or equivalent is an advantage.
    • Demonstrated experience designing, implementing and/or supporting health information systems.
    • Experience in systems analysis, enterprise architecture, and/or requirements development for national information systems is a plus.
    • Experience working effectively with government counterparts, particularly at national and subnational levels.
    • Proven experience coordinating diverse stakeholders to successfully design and deliver an information systems project
    • Ability to work closely as a team and network with a wide range of stakeholders.
    • Excellent skills in facilitation, and coordination.
    • Experience working with business intelligence tools (e.g., Tableau, Power BI, Kibana, Superset).
    • Experience working with different database systems.
    • Deep understanding of software development process, software project management methodology (e.g., Agile/Scrum, Waterfall, XP, DevOps).
    • Ability to read, write and speak in English
    • Experience and understanding of the USAID reporting systems.

  • Qualifications
    • Requires a four-year degree in Computer Science, Information Technology, Computer/Electrical Engineering or a computer related discipline, or equivalent experience.
    • Minimum four years of relevant experience with software automation, systems engineering, application analysis or related position.  Must have experience designing, implementing and supporting standard or specialized automation software.
    • Experience with specialized automation software or scripting required for automation such as scheduling automation software, process and decision automation, data capture, management and transfer tools, workflow orchestration, robotic process automation (RPA), and business rule management software
    • Knowledge of software automation programmatic interface technologies such as RESTful web services and JSON
    • Experience with relational databases such as Oracle and Microsoft database technologies, and SQL
    • Experience with multiple operating system platforms such as Linux, AIX, Microsoft, etc.
    • Demonstrated willingness as well as the ability to learn new technologies
    • Strong communication skills both written and oral including the ability to translate and present technical and analytical issues
    • Effective time management skills with the ability to be self-directed in a fast-paced, high growth environment
    • Strong analytical and organizational skills
    • High degree of flexibility, motivation and drive.  Must be able to adjust to changes in approach based on new information.
