With expertise in science, health, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales solutions—including vaccines, drugs, devices, diagnostics, and innovative approaches to strengthening health systems worldwide.

     

    PATH’s Center of Digital and Data Excellence (CoDE) is committed to scaling Information and Communication Technology (ICT) in the low and middle-income countries. Our work spans the entire software development lifecycle from analysis of information systems to deployment and long-term use of those systems. The Digital Health team at PATH works with government ministries of health, information and communication technology companies, the global health sector, and donors to improve the design, development, interoperability, and implementation of management information systems.

     

    Digital Square, an initiative within CoDE, is one of PATH’s innovative responses to Global Health challenges to drive of change. Conceived from the lessons of the inefficiencies and redundancies of investments in digital technologies, Digital Square brings global and regional actors together to create a new way of thinking about, and a new way of doing, development

     

    We seek to engage a TECHNICAL PROJECT MANAGER to guide implementation of sustainable solutions for PATH’s global programs and scalable health information systems in general. The Technical Project Manager will functionally report to the Director Digital Square South Africa. His/her job will be to work with PATH’s Digital Square program to execute the digital health strategy and support the many health information system implementations underway. This person will work closely with PATH’s other divisions as required and support the vision and mission of CoDE in the use of digital health solutions across PATH programs.

     

    This position is a blend of hands-on project manager, product owner, systems analyst, and technical resource. Applied skills in systems thinking, project management, systems analysis, client relationship management and working with multiple technical teams to support program delivery are required. This position is based in South Africa (preferably Cape Town with options of Johannesburg/Pretoria) and requires the ability to travel up to 25% of the time, with continuous periods of up to two weeks possible.

     

    Specific duties and responsibilities:

     

    • PROJECT MANAGEMENT AND LEADERSHIP (50%). Actively own and manage technical digital health projects and contracts that are often multi-faceted and span software development, implementation, design and data use in low resource settings. Work with PATH leadership to track, identify and drive forward work, issues and solutions in a proactive and results driven approach with a focus on supporting country objectives and systems use. Manage contractors spanning the range from NGOs to corporate consulting firms.
    • LEADERSHIP & GOVERNANCE (20%). Actively work with the Director of Digital Square South Africa to support the intra-government convening with Ministry of Health to establish guidelines, review data systems, and oversee adherence to the Digital Principles, eHealth strategies and Create champions for data use across different levels of the health system.
    • INFRASTRUCTURE (5%). Maintain landscape of country and regional infrastructure regarding availability of existing systems, electricity, connectivity, server hosting capabilities, IT development capacity, and maintenance support for various levels of the health Foster digital connections with innovations across various tools and devices. Provide guidance to ensure data privacy and security.
    • POLICY & PROCESSES (10%). Assist South Africa in adoption of evidence-based policies that strengthen digital health implementations and data use. Evolve and execute PATH methodologies and processes to sustainably update and maintain health information systems.
    • STANDARDS & INTEROPERABILITY (10%). Foster harmonization of national interoperability architectures in support of communication with and between digital systems, and technology standards to improve health system
    • SERVICES & APPLICATIONS (5%). Promote PATH’s user-centric design methodologies for service and Ensure data platforms have strong technical project management and change management support with an emphasis on replicable health information systems and data warehouse solutions that multiple countries and programs can leverage.

     

    The selected individual will be expected to work closely with the global Center of Digital and Data Excellence (CoDE) team and country/program leadership to respond to ministerial, donor, and PATH requirements; provide regular human interest stories; and assist with communication in general as to demonstrate PATH’s contribution to better health.

    Required Skills Required Experience

     

    • A minimum of 10 years of experience in at least two of the following industries: health information systems, IT management, or equivalent information system design, development, and
    • Superior project management skills of virtual teams with demonstrated ability to manage vendors, collaborate with partners, and coordinate implementation activities through the use of project management and agile software management
    • Graduate degree in public administration, business administration, management information systems, computer science, or similar / proven work experience.
    • Capable person who has worked in multi-cultural environments bringing diverse groups together to achieve a common purpose with patience, grace and humility in low and middle income countries.
    • Preference for experience with health information systems currently in use in the global health and development landscape (e.g., EMR, LIS, HRIS, DHIS2) as well as South Africa.
    • Experience with one or more of the following: data warehouse systems and data marts, geographic information systems design, data visualization, business use, and modeling.
    • Experience in system design and implementation as well as preference for ability to understand and engage with technical and software teams (exposure and ability to work within modern development patterns such as agile etc.)
    • Excellent English oral, written, and presentation skills including evidence of quality proposal development, report writing, and presentations. Proficiency in French desired.
    • Advanced document creation, collaboration and management skills including the use of Microsoft Office, Visio or equivalent business process modeling notation (BPMN) skills. Graphic design, modeling, and visualization
    • Demonstrably strong analytical skills, including qualitative and quantitative analysis, enterprise architecture, IT architecture and systems analysis, and excellent deductive and inductive reasoning
    • Must be able to communicate effectively with both ICT professionals and health sector professionals and be able to facilitate communication between these
    • Understanding of the global health context including HIV/TB, surveillance systems, and international health architecture such as OpenHIE and or similar.
