    PATH is recruiting for a Chief of Party for the USAID-funded Tuberculosis (TB) Free Uzbekistan activity. The purpose of this activity is to reduce the burden of TB in Uzbekistan, by strengthening leadership and management of the TB response and expanding access to diagnostics, improving patient-centered TB services especially for high-risk groups, and scaling up prevention programming. WHO’s 2020 Global TB Report listed Uzbekistan as 16th among the top 20 countries with high multi-drug resistant tuberculosis (MDR-TB) burdens. Uzbekistan also has a very high extensively drug-resistant tuberculosis XDR-TB mortality rate and low treatment success rates for both MDR and XDR TB.

PATH has been contributing toward TB control efforts in Eastern Europe and Central Asia since 2001. In Ukraine, PATH currently leads the USAID-funded Support TB Control Efforts in Ukraine project—a comprehensive TB project to reduce the TB epidemic in Ukraine through early detection, appropriate care, and prevention for people living with TB, drug-resistant TB (DR-TB), and TB/HIV. Under the Eliminating TB in Central Asia (ETICA) project, in close collaboration with local, national, and international partners, PATH leads the clinical work to introduce new approaches and improve the delivery of TB prevention, care, and treatment services in Kazakhstan, Tajikistan, and Uzbekistan. 

     

    PATH seeks a Monitoring, Evaluation and Learning (MEL) Advisor to lead development, implementation, refinement, and harmonization of the Activity MEL system, ensuring appropriate tracking, assessment, and reporting on all activities (including aspects of quality), outputs, and outcomes. The MEL Advisor will lead design and execution of a learning agenda across all technical components, including a community monitoring system. The MEL Advisor will lead rigorous monitoring, performance management, accurate and timely reporting, and rapid course-correction across innovative approaches, activities, and tools client-centered and efficacious TB systems and services and for capacity building.

     

    Should PATH be the successful bidder, this will be a full-time position based in Tashkent, Uzbekistan. The MEL Advisor will report to the Chief of Party.

    KEY RESPONSIBILITIES:

    • Lead all MEL, research, and quality assurance activities including developing and implementing the monitoring and evaluation (M&E) system with appropriate indicators and targets, baseline data, results, and a plan to monitor and evaluate performance and produce timely and accurate reporting.
    • Lead implementation of high-quality data analysis, visualization, and reporting to assess project performance, identify and address gaps/weaknesses, and capture best practices.
    • Ensure timely, high-quality data for USAID, leading the M&E team to meet quarterly and annual reporting, including documenting M&E activities and indicator results.
    • Build community-led monitoring systems to ensure project sustainability and accountability.
    • Develop and maintain systems to collect and analyze data on inputs, outputs, outcomes, and impact, per award requirements, USAID requests, and government of Uzbekistan (GOU) policies.
    • Integrate new technologies to strengthen MEL in project activities and improve outcomes.
    • Lead bi-directional communication and learning between the project, national and community partners, and site-level health care workers in facilities and communities.
    • Use M&E to integrate cross-cutting areas, such as capacity building, advocacy, and social behavior change into project activities including at community and facility levels.
    • Manage and mentor M&E team to successfully collaborate with project staff and government, public sector facility personnel, civil society organizations, and the private sector.
    • Contribute to work plans and reports, summarizing project results and evidence.

     

    Required Skills Required Experience

     

    • An Uzbek National with Master’s or higher in public health, statistics, epidemiology, or a related field.
    • Minimum of 5 years senior level experience in the monitoring, evaluation, and analysis of health development projects; strong preference for experience with TB projects of similar scope and size.
    • Proven skills and experience to develop methodological tools and instruments for monitoring and evaluation such as data processing sheets, questionnaires and interview protocols, etc.
    • Excellent oral and written communication skills in English and Uzbek and/or Russian.
    • Proven experience in Uzbekistan developing and managing community- and facility-level data collection systems; understanding of GOU policies and plans for TB prevention, treatment, and care and experience developing and tracking related performance indicators.
    • Proficiency with data management tools, such as DHIS2. Proficiency using Excel or other software to manage datasets, create Pivot Tables, calculate summary statistics, and develop visualizations.
    • Proven ability to keep up with and adapt new technologies to strengthen MEL systems.
    • Demonstrated experience guiding and monitoring the use of data, analysis, evaluation, and research findings; ability to guide quality assurance and implement related systems.
