    PATH is a global nonprofit dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships, and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

     

    The Center of Digital and Data Excellence (CoDE) at PATH works with government ministries of health, the private sector, and donors to strengthen the use of digital technologies and data for improved health services. Digital Square is one of CoDE’s flagship global initiatives. It is PATH-led and funded by multiple donors, including USAID and the Bill & Melinda Gates Foundation, to advance digitally enabled health services to help close the health equity gap. Conceived from the lessons of the inefficiencies and redundancies of prior investments in digital technologies for international development, Digital Square works with ministries of health to align adaptable, interoperable digital technologies with local health needs and brings partners together to improve how the global community designs, uses, and pays for digital health tools and approaches.

     

    The Deputy Director of Operations will be a key member of Digital Square’s leadership team. S/he will lead or support elements of the Digital Square portfolio by providing financial and administrative oversight, ensuring compliance with PATH and donor policies and regulations, and establishing and maintaining operational processes for successful implementation. He or she will need to ensure donor coordination, partner alignment, and staff direction during the implementation of project activities. In addition to providing day-to-day management and administration of the Digital Square portfolio, the Deputy Director of Operations will provide support to Digital Square’s Directors of Operations, based in Seattle and Washington, DC, and be a key member of the overall Operations team within CoDE.

     

    RESPONSIBILITIES:

     

    OPERATIONAL OVERSIGHT

     

    • Oversee administrative and financial aspects of the assigned portfolio of projects, ensuring alignment with Digital Square, PATH, and divisional administrative priorities, donor regulations, and standard operating procedures.
    • Develop and maintain strong relationships with PATH country leaders and facilitate communication and workforce planning between offices and the Initiative.
    • Serve as the primary point of contact and expert on Digital Square Operations and donor compliance for country-specific activities.
    • Provide Project Administrators and administrative staff with oversight, leadership, and guidance, ensuring that information from leadership meetings is cascaded and updates to practices are adopted.
    • Facilitate a community of practice for operations staff in order to strengthen internal capacity, knowledge sharing, and leadership.
    • Lead conversations between Digital Square and PATH’s institutional Shared Services teams (Administration, Finance, and Human Resources) on routine work as well as ongoing problem solving.
    • Contribute to overall business development efforts, with a focus on finance and operations, match administrative staff to awards that are won as part of workforce planning.

     

    FINANCIAL MANAGEMENT

     

    • Co-Lead financial reporting and budgeting within PATH’s divisional and institutional processes.
    • Partner with workstream Deputy Directors, Senior Project Administrators (PADMs), and Directors of Operations, to create/update annual program budgets and operational plans.
    • Review budgets and financial reports prepared by PADMs and advise teams on long-range budget/planning issues, monitor expenses and budgets and conduct financial analyses including forecasting and pipelines.

     

    CONTRACTS MANAGEMENT

     

    • Provide oversight and guidance for contractual responsibilities, including (but not limited to) requests for application, subagreements, subcontracts, purchase orders, work orders, and consultant agreements, memorandums of understanding, and secondment agreements.
    • Liaise with PATH, Digital Square executive leadership, and donor organizations to resolve complex invoicing, contractual, and operational issues.
    • Review and approve project budgets, RFAs, and prior approval packages developed by PADMs and technical leads, ensuring strategic fit and compliance with donor regulations and PATH policies.

     

    PROGRAM MANAGEMENT

     

    • Collaborate with Program Management team to refine and deploy trainings and standard operating procedures ensuring consistent implementation across activities and result areas supported by the Operations team.
    • Work closely with Project Management team to maintain risk identification and mitigation plans and other tools and resources necessary for the successful management of the Initiative.

     

    GENERAL

     

    • Escalate high risk issues and new opportunities to Digital Square executive leadership.
    • Other duties as assigned.

     

     

     

     

    Required Skills Required Experience

     

     

     

    REQUIRED SKILLS AND EXPERIENCE:

     

     

    • Bachelor’s degree required in business administration, public administration, nonprofit management or related field.
    • Minimum 5 years of relevant experience (Operations management).
    • Demonstrated financial management experience, with experience conducting financial analyses and forecasting.
    • Knowledge of 2 CFR 200 and USAID regulations required; in depth experience managing large procurements with USAID and PEPFAR funding required.
    • Strong organizational skills; high level of attention to detail; effectiveness under deadlines; ability to work independently with minimal supervision.
    • Team-focused and collegial with the ability to interact with diverse colleagues and facilitate strong working relationships; adept at working closely with others over geographical distance.
    • Excellent written and oral communication skills of French; diplomacy in communicating with a broad and diverse audience.
    • Working knowledge of English.
    • Proficient in Microsoft Office software suite and ability to learn other financial systems/software. Experience with SharePoint and Salesforce will be considered a strong asset.
