    PATH is currently recruiting for a TB Program Officer to contribute to the implementation of the Support TB Control Efforts in Ukraine project funded by USAID. This position is funded through May 31, 2023. Employment after that date is subject to the availability of funds.

     

     

    PATH, in close cooperation with core partners, works to provide responsive, demand-driven support to the Ministry of Health of Ukraine (MOH) to address emergent gaps and needs related to the management of tuberculosis (TB) and latent TB infection (LTBI) in Ukraine. PATH looks forward to executing LTBI and TB diagnosis and treatment components to improve the prevention, detection, and treatment of TB and drug-resistant TB (DR-TB) through technical assistance in harmony with international best practices and national guidelines.

     

    The TB Program Officer will work closely with the PATH TB Project Director, Deputy Director, and other team members, and with national and regional stakeholders.

     

    The TB Program Officer will support efforts to uphold and improve TB, LTBI, TB/HIV, and DR-TB management standards as the End TB strategy is expanded in project oblasts, especially for internally displaced persons (IDP), and nationally in Ukraine. This position is pivotal in the development of sound, responsive, and compelling strategies and plans to improve the situation in current and new project oblasts and ensure proper TB case detection, diagnostics, and continuum of care for IDP. S/he will represent PATH in external meetings and will foster strategic partnerships and effective relationships with local partners in Ukraine. The position will assist in the establishment and utilization of international and Ukrainian national standards of medical care for TB, DR-TB, and TB/HIV patients; tools and templates for quality-of-care improvement; and effective monitoring and evaluation. Duties may require domestic and international travel up to 40% time and a flexible work schedule to permit for either early morning or late evening teleconference calls or assignments.

     

    RESPONSIBILITIES:

     

    • Coordinate and organize activities dedicated to diagnosis and treatment of LTBI, TB, DR-TB, and TB/HIV co-infection at the national and regional levels with a focus on the new project-supported regions.
    • Support project response to emerging needs in the new project-supported regions.
    • Support capacity-building of national and regional experts (representatives from primary health care and TB services) on the management of LTBI, TB, and DR-TB, including TB/HIV.
    • Coordinate technical assistance to designated project-supported regions.
    • Plan and participate in project activities, including monitoring visits and on-the-job training, as well as workshops and seminars.
    • Support coordination of training activities on cross-cutting topics.
    • Support the development and updating of regulatory and policy documents on LTBI, TB, TB/HIV, and DR-TB to align them with the latest international recommendations.
    • Provide regular support to project coordinators and consultants.
    • Contribute to and implement monitoring and supervision plan to ensure the proper coverage and high-quality, timely implementation of project activities and good communication with key stakeholders at all levels.
    • Perform other tasks as assigned.
    • Contribute to the preparation of annual work plans for the implementation of project activities, as well as quarterly and annual reports.
    • Travel as requested by PATH to project sites.

     

     

    Required Skills Required Experience

     

     

    • Medical Doctor or master’s in public health degree.

    • Experience working on TB in Ukraine at the national and regional level.

    • Minimum 10 years of work experience in TB management.

    • Demonstrated ability to work with multiple partners on collaborative projects, including experience with USAID-funded projects.

    • Demonstrated up-to-date knowledge of the latest LTBI, TB, DR-TB, and TB/HIV developments at the national and international levels.

    • Strong planning, organization, and time management skills.

    • Strong skills in the implementation of innovative approaches to TB program management, including new drugs/regimen’s introduction and mentoring.

    • Ability to develop plans based on monitoring and evaluation data analysis.

    • Fluent Ukrainian, both verbal and written.

    • Strong skills in the development and conduction of training events, meetings, and other project-related activities

    • Excellent interpersonal, problem-solving, and communication skills including good public speaking and presentation skills.

    • Ability to sustain interpersonal and professional relationships with internal colleagues and external partners and stakeholders.

    • English language fluency is a plus.

    • Ability to travel domestically and internationally
