    ABOUT THE PROJECT ; DEVELOPING A NATIONAL IMPLEMENTATION PLAN FOR THE HEALTH INFORMATION AND DIGITAL HEALTH STRATEGIC PLAN 2020/21 – 2024/25.

     

    PATH through Digital Square, funded under the United States Agency for International Development (USAID) Cooperative Agreement Number: AID-OAA-A-16-00084, conducted a DIGITAL COMMUNITY HEALTH PROFILE FOR UGANDA. In the country profile several recommendations were made focusing on the USERS, GOVERNANCE, and SYSTEM in the country to support digitalization efforts. As a follow on, PATH is to support MoH to COORDINATE THE EFFORTS within the country to implement the recommended actions, in alignment with selected priorities. The Government of Uganda is committed to improving the application of digital health technologies to facilitate attainment of her overall objective of delivering high-quality health services to all citizens. To build off these previous efforts, the Uganda Health Information and Digital Health Strategy (2020-2025) was developed to guide further investments in the country. Other initiatives include digital health pilots, and development of digital health policy to guide investments in the country. In regard to these efforts, PATH is to work closely with the MINISTRY OF HEALTH (MOH) AND PARTNERS to develop a National Implementation Plan, for Health Information & Digital Health Strategy.  The implementation plan will incorporate the digital community health initiatives as well.

     

    SCOPE OF WORK FOR THE CONSULTANT

     

    The consultant will technically guide the process, attend consultative meetings, guide writing workshops, capture meetings outputs that are key in consolidating a national plan. The consultant will work closely with PATH DCHI Project team and MOH team to develop the plan.  

     

    ACTIVITIES:

     

    Specific activities for this assignment will include, but not limited to the following.

     

    THE CONSULTANT WILL:

     

    1. CORE TEAM: Identify and form a core team, with defined responsibilities. The composition of the team must include but not limited to government officials and relevant digital and health sector subject matter experts
    2. LITERATURE REVIEW: review the national digital health strategy and identify priority areas and alignment with existing national health sector and ICT policies, strategies, guidelines, to inform the investments recommendations
    3. DATA SYSTEMS MAPPING: Conduct a mapping of existing systems to understand strengths, gaps and relationship between systems to inform the investment recommendations and prioritization
    4. STAKEHOLDERS’ INTERVIEWS: conduct meetings and interviews with relevant stakeholders at all levels of the health systems to gather additional inputs
    5. PRIORITY AREAS: Develop a list of high-level priorities based on the assessment of the current situation and understanding of the existing gaps. The priorities can simply be drawn from the Digital Health Strategy and Country’s Health Enterprise Architecture if it exists.
    6. INVESTMENT RECOMMENDATIONS: Under each priority area, identify measurable and specific areas of investment with defined set of activities and outputs
    7. RECOMMENDATIONS COSTING: Identify resources requirements for implementing each investment recommendation and activities.

     

    KEY DELIVERABLES:

     

    • Inception meeting report including workplan for developing roadmap DUE DATE- 1ST OCT 2022
    • Synthesis of identified digital health and data and information systems priorities to inform implementation roadmap recommendations DUE DATE- 15TH OCT 2022
    • Develop and share the 1st draft of digital health implementation roadmap DUE DATE- 1ST NOV 2022
    • Submit the final and validated National costed Digital Health implementation roadmap DUE DATE- 20TH DEC 2022

     

    INSTITUTIONAL ARRANGEMENT

             

    The selected Consultant will work under the supervision of the Project Coordinator – PATH

     

    DUTY STATION

     

    The selected Consultant will work under the supervision of the Project Coordinator – PATH and in close coordination with the Assistant Commissioner Division of Health Information Ministry of Health

     

    DURATION OF PERFORMANCE

     

    The activity is expected to take 30 working days, distributed across a period of four months (Sept to December 2022)

     

    Required Skills Required Experience

     

    MINIMUM QUALIFICATION INCLUDES THE FOLLOWING:

     

    • A Masters’ degree or PhD in economics, health policy, monitoring and evaluation, or relevant field
    • Demonstrated 5 years’ experience in capacity and professional experience in developing national plans, costing national plans, reviewing health policies and strategies, and documenting national reports.
    • Demonstrated ability to successfully navigate among diverse stakeholders to obtain and gather information (i.e., with government stakeholders, implementing partners).
    • Excellent knowledge of Uganda’s health system.
    • Demonstrated experience in digital health innovations
    • Previous experience working in Uganda would be an advantage
    • Fluency in written and spoken English
    • IT knowledge is added advantage.
    • Strong organizational and interpersonal skills and ability to work in a team-oriented setting
    • Evidence of having undertaken similar assignments.
