    PATH is seeking a data analyst consultant to support the World Health Organization (WHO) Monitoring and Evaluation COVID-19 vaccination sub-pillar by providing state-of-art technical assistance in COVID-19 vaccination related data analysis for strategic and operational decision-making in the Africa (AFRO) region. This position is engaged by PATH but the consultant will be seconded to WHO-AFRO to either work in person in Brazzaville, OR REMOTELY as part of the WHO-AFRO team.

     

    TIMELINE:

     

    The timeline is 4 months from September 1, 2022 to December 31 2022.

     

    Objective of the program

     

    VACCINE PREVENTABLE DISEASES PROGRAM

    The mission of the WHO Regional Office for Africa - Vaccine Preventable Diseases (VPD) Program is to provide policy and programmatic guidance and build capacity of member states to help them plan and manage their Immunization programs. It works to strengthen immunization services and primary health care systems to enable Member States reach children, adolescents and adults with lifesaving vaccines. It further works to strengthen country programs to control, eliminate and eradicate Vaccine Preventable Diseases.  Currently, the VPD program primarily supports the COVID-19 vaccine rollout in the Africa region through providing strategic guidance and technical support to countries. It also coordinates the Regional level effort with regard to the COVID-19 vaccine deployment planning, rollout and system strengthening.

     

    COVID-19 VACCINATION PILLAR

    The mission of COVID-19 Vaccination Pillar within the AFRO COVID-19 Incident Management System is to coordinate AFRO support to Member States in rollout COVID-19 vaccination. This includes but not limited to:

     

    • Supporting the development of regulatory pathways for vaccine authorization, safety monitoring and to support countries in their implementation as well as to provide other technical supports as per country needs to contribute to access to COVID-19 vaccines.

    • Providing guidance to Member states on strategies and tools for scaling COVID-19 vaccination and coordinating surge deployments to support COVID-19 vaccination rollout.

    • Ensure partners’ coordination in supporting COVID-19 vaccination at regional and sub-regional levels.

    • Coordinating the documentation of best practices in rolling out COVID-19 vaccination, knowledge sharing, as well as WHO support to member States in conducting studies of social and operational research related to COVID-19 vaccination.

    • Conducting COVID-19 vaccine post-introduction evaluations.

    • Providing needed support to Member to ensure that effective systems are in place for monitoring COVID-19 vaccination rollout.

     

    Description of duties

     

    Within the framework of the delegated authority, the consultant is assigned all or part of the following duties which are performed according to needs:

    • Develop automated templates for routine epidemiological analyses of COVID-19 vaccination data to be used for executive updates, talking points for the management, monthly bulletin and slides presentation for various meeting.

    • Perform in-depth country specific analyses of COVID-19 vaccination data to inform the IMST decisions and guide its support to Member States.

    • Lead the development of an internal dashboard on key performance indicators focusing on the 20 priority countries.

    • Provide strategic guidance and technical support to WCOs and MoHs in the area of COVID-19 data management and analyses.

    • Contribute to build capacity within the COVID-19 vaccination pillar and at WCO offices in COVID-19 vaccination data analysis for strategic decision making.

    • Perform any other task related to COVID-19 vaccination data analysis upon request of the supervisor.

     

    Deliverables

    • At least 5 automated templates for COVID-19 vaccination data analysis developed, outputs used to feed the pillar’s information products and scripts shared.

    • At least 5 countries specific country specific in-depth of COVID-19 vaccination data performed and presented to the WHO regional IMST.

    • Dashboard in Key performance indicators related to COVID-19 vaccination programmes developed, deploy and updated on a weekly basis.

    • Technical support provided to the M&E Team in Afro and selected staff in WCOs in data analysis using R.

     

    Required qualifications

    REQUIRED:

    Advanced (Masters level or higher) university degree in epidemiology, public health, Statistics.

     

    DESIRABLE:

    Training or university degree on Mastering R for Epidemiologic Research.

     

    EXPERIENCE:

    REQUIRED:

    • At least 5 years of experience in applied epidemiology or Data sciences;

    • Proven experience in epidemiological data analysis and programming using R including the development of dashboards using R Shiny.

     

    DESIRABLE:

    • At least 2 publications in peer-review journals with use of R for data analysis.

     

    SKILLS / TECHNICAL SKILLS AND KNOWLEDGE:

    • Ability to handle a large volume of work in an effective and timely manner.

    • Excellent reporting, communication and interpersonal skills.

    • Sound analytical and organizational skills.

    • Demonstrated knowledge of surveillance issues and emerging diseases in an international context.

    • Excellent Computer Skills.

     

    LANGUAGE REQUIREMENTS:

    REQUIRED:

    Expert knowledge of English.

    DESIRABLE:

    Intermediate knowledge of French (Read–Write–Speak)

     

     

    COVID-19 VACCINE REQUIREMENT:

     

    PATH has instituted a COVID-19 vaccine mandate for all employees, interns, consultants, and temporary staff based in the United States. Individuals selected for job opportunities in the United States must be fully vaccinated, and show proof of vaccination status, upon hire. Individuals are considered fully vaccinated 2 weeks after their second dose in a 2-dose series, such as Pfizer or Moderna, or 2 weeks after a single-dose vaccine, such as Johnson & Johnson. Individuals with medical issues or sincerely held religious beliefs that prevent them from getting the vaccine may request an exemption from the vaccine requirement.
