    PATH began its work in India in the late 1990s, bringing governments, communities, private-sector companies, and experienced public health practitioners together to address some of the country’s most crucial health problems. In early 2000, the scope of our India program expanded with a major immunization initiative for the state of Andhra Pradesh. Today, PATH’s India projects focus on TB, immunization, HIV/AIDS, injection safety, maternal health, Innovation Labs, and more.

     

    The Program Officer - Primary Health Care, Technology and Innovations (PHC,T&I) supports the implementation of PHC,T&I strategy to provide the quality of PATH’s PHC,T&I work in India and works closely with other programs in PATH. This will involve collaborations with academia, Government, multilateral donors, private sector, other incubators, NGO, and corporates. PATH will focus on innovations that fall between product development and commercialization space, also known as the “valley of death”. Commercialization of products primarily in the diagnostics, devices and tools space, and subsequent roll out and scale up in public health settings could have significant public health impact. This position will report to Head - Primary Health Care, Technology & Innovation.

     

     

    RESPIRATORY CARE MANAGEMENT (RCM) PROGRAM

     

    The Program Officer - Primary Health Care, Technology and Innovations (PHC,T&I)  will also support the Head - Primary Health Care, Technology & Innovation, for managing multiple projects in the Respiratory Care Management (RCM) program.

     

    The second wave of coronavirus pandemic in India has quickly spiraled into a devastating crisis. Reported daily new infections have crossed the 400,000 mark (world record) while daily reported deaths are more than 2,700. Moreover, experts suggest that the peak is yet to come. Lockdowns and curfews have been enforced in varying degrees across the country which are hurting livelihoods - particularly of those who are already vulnerable. Health systems across the country are collapsing - there is an acute shortage of hospital beds, personnel, drugs, testing kits, and life-saving oxygen.

     

    PATH has been working in the field of oxygen delivery for almost a decade. Our work has brought together advocacy and policy, market development, engineering, product design / innovation, and health system strengthening. PATH globally has provided medical oxygen technical assistance in over 10 geographies including currently in 14 states in India. PATH is a key member of the ACT-A COVID-19 Oxygen Emergency Task Force led by the WHO. PATH’s team is made up of both global and country-based experts with in-depth understanding of oxygen ecosystem providing support. We have tools and expertise to support rigorous facility oxygen needs assessments, quantification, costing and oxygen distribution network design and facility selection.

     

    In India, PATH has been working closely with the Indian states of Maharashtra, Punjab and Karnataka providing technical assistance for respiratory care. In the last year or so, PATH has coordinated across Ministry of Health, State health departments, district authorities, various facility level functionaries and vendors to address delays and fast track installation of Government of India / PM Cares approved PSA oxygen plants. PATH teams are engaged in daily monitoring of district-wise availability of resources, storage capacity, projection of oxygen inventory requirement, procurement coordination and related market shaping work.

     

    Currently, PATH is working with government officials, donors, and partners to providing technical assistance to 9 states for helping them become Self-sufficient in oxygen. Under this project, we are supporting state governments to:

     

    1. Procure and provide oxygen equipment to enable community-based care.
    2. Provide technical assistance to setup and install oxygen equipment in healthcare facilities.
    3. Address the most critical bottlenecks in the oxygen supply by providing critical care assistance to support the management of a coherent demand & supply matching, micro-planning, and forecasting to disaggregate the oxygen supply across the country and support states in addressing the ongoing crisis.

     

     

    RESPONSIBILITIES:

     

    • Support the portfolio strategy of oxygen systems to devices and provide guidance on supply of oxygen to relevant stakeholders
    • Design relevant and high-quality Oxygen operational research and program evaluation studies
    • Work with technical experts on respiratory care, devices and innovations to develop technical briefs, landscaping reports, white papers, etc.
    • Conduct primary market research and market landscape for global health products (respiratory care equipment and oxygen) to understand the public and private market dynamics for these products in India
    • Support partnerships across the technology and innovations ecosystem in India including the Government, academia, donors, impact investors, private sector, NGOs, and other innovation platforms to create an enabling environment for innovators
    • Maintain relationships with appropriate Government departments to support and partner on health issues and innovations
    • Ensure that the programs meet and exceed donor expectations of quality and delivery
    • Develop research concept notes and protocols with co-investigators from affected-country institutions and other consortium partners
    • Support in the development of scientific publications and presentations
    • Provide guidance and support to project work in the areas of stakeholder consultation and synthesis of operational research and program evaluation priorities across affected country stakeholders, funders, and WHO
    • Provide guidance and support to project work towards ensuring utilization of project research findings
    • Represent PATH externally, serving as a scientific expert and external representative for Government of India’s efforts in the PHT&I space
    • Work collaboratively with other program teams that include: Immunization, Malaria and NTD, Non-communicable Diseases, HIV/TB, and Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCH+A) and Integration to identify opportunities and develop cross program responses to funding opportunities
    • Partner with other members of the leadership team to build cross-program public health competencies in surveillance, evidence-based interventions, innovation in policy and programs, implementation science and operational research monitoring and evaluation

     

     

     

    Required Skills Required Experience

     

    • Doctorate in a related discipline (medicine, public health, engineering, sciences or oxygen augmentation) is required.
    • Should hold experience in coordinating with local institutions and other in-country partners working in the field of oxygen
    • A minimum of five (5) years of professional experience in developing and implementing operational research and program evaluation activities, including a minimum of three years of experience working in the Oxygen Domain
    • Experience working with health systems as an implementer, researcher, policy professional or businessperson
    • Experience of working in the primary health care space in LMIC especially on the technology and innovations front
    • Proficiency and working experience in the oxygen systems space
    • Knowledge of public procurement processes
    • Have worked in Ministry of Health, Non-governmental organization for support to low and middle-income countries, UN agencies, or public hospitals
    • Experience of interaction with UN agencies, global partners and donors
    • Proven ability to mediate conflict and bring groups to a constructive resolution
    • Solid technical knowledge of market analytics
    • Demonstrated ability to provide strategic leadership and maintain clarity and focus of investments and action
    • Demonstrated ability to work effectively in a collaborative organizational structure
    • Demonstrated ability to work in a multi-site team-based organizational structure, including partners and other collaborators
    • Ability to work with people with divergent points of view and to respectfully navigate differences.
    • Demonstrated ability to work with partners to achieve results
    • Demonstrated ability to engage with donors and National and State Governments
    • Fluency in English
    • Available to travel nationally and internationally up to 30 percent
    • Experience in market analysis, healthcare management consulting or other relevant private and public sector experience
    • Experience engaging with both public and private sector partners preferred
    • Knowledge of health systems, medical devices and/or diagnostics, or tools
