    Job Description

    Healthcare Staffing Professionals has an immediate need for a Public Information Officer 2. The Public Information Officer II within the Office of Communications & Public Affairs plans and oversees the department’s public information activities to provide the public and media with timely and accurate information in matters of public interest and to provide a positive organizational image. The PIO position is the lead staff for the Department of Public Health to respond to media inquiries, and therefore, must be available and on-call during non-business hours.

     

    The position will start immediately upon acceptance and employment clearance and are initially funded through 2/22/2022 with potential renewal.

     

    PAY RATE-

    $42.50/hr working 40 hours a week

    HEALTHCARE

    Employer Fully Funded Healthcare (Anthem Blue Cross), Dental and Vision, Life Insurance from Initial Start Date.

    Shifts: (50% Telework and 50% Onsite)

    9am to 5:00pm and select weekends. Nights may be needed as well.

     

    DUTIES

    STAFF SUPERVISION

    · Supervises staff.

    · Assures staff complies with funding and reporting requirements.

    · Evaluates the work performance of personnel.

    · Develops and monitors staff objectives, activities, and timelines.

    · Establishes and monitors staff and program quality standards.

    · Interviews potential employees, interns, and volunteers.

    · Hires new employees and non-paid staff.

    · Orients and coaches employees and non-paid staff.

     

    MEDIA RELATIONS

    · Collaborates with the Public Health Director, Public Health Officer, departmental programs and Service Planning Areas to ensure the media reports accurate and timely information.

    · Provides information to media outlets by generating news releases, holding press conferences, and acting as department spokesperson and media liaison to disseminate department related information to inform and educate the public.

    · Prepares, reviews, and edits press releases, alerts, advisories, scripts, articles, and brochures on public health threats, issues of importance to the public’s health, various phases of departmental activities and distributes to relevant media partners and stakeholders.

    · Fosters, develops, and maintains relationships with media, press representatives, elected offices and stakeholders to ensure distribution of public health information is effective and broad in scope.

    · Responds to media inquiries and requests.

    · Attends departmental meetings regarding issues of possible media interest; provides input and recommendations for effective communication strategy.

    · Consults with program managers in responding to media inquiries and promoting department programs and services.

    · Arranges press conferences, media and special events to highlight issues of immediate public health importance and collaboration with outside partners.

    · Encourages and works with the media/press to identify opportunities to place public health messaging and information into the media for public awareness and education.

    · Arranges radio and television appearances for departmental personnel and prepares materials for their use.

    · Monitors media coverage and responds to media inquiries.

    · Collects data and reviews materials for media relations use.

    · Provides training to employees on media and protocol.

     

    PUBLIC RELATIONS

    · Proactively communicates Public Health’s mission through a variety of methods that will reach a large audience.

    · Establishes and maintains relationships with representatives of community, employee, and public interest groups.

    · Reviews drafts of departmental reports, manuals, and directives for proper composition and considers public relations implications.

    · Conducts public appearances, lectures, or exhibits to increase awareness and to promote goodwill for the department.

    · Speaks to various groups to provide information which may include delivering speeches and presentations.

    · Prepares and disseminates departmental messages through social media.

    · Develops content for the website continuously and during health emergencies.

    · Proactively identifies opportunities to place public health educational materials and messaging into the media to foster awareness and increase public health and preparedness.

    · Attends departmental staff meetings to obtain information and advise management on the public relations effect of proposed activities and programs as required.

    · Develops and maintains relations with community partners, media/press and public information for the department’s programs, services and activities.

    · Plans and executes special events of a public relations nature.

     

    TECHNICAL AUTHORITY

    · Develops talking points, speeches and presentations for use by the Public Health Director, Public Health Officer, or designee for effective communication of vital public health information and health threats.

    · Collaborates with Public Health Programs to review technical papers and publications for print.

    · Prepares draft correspondence in reply to inquiries, general complaints and suggestions relative to the department's programs, and consults with professional and technical staff members for pertinent facts and information.

    · Composes a variety of general and special information pamphlets concerning various phases of departmental operations for distribution to the public.

    · Works with representatives of other agencies, both public and private, in disseminating information concerning departmental services and activities with the ultimate goal being maximum public utilization and benefit of departmental services.

    · Reads technical and trade magazines, papers, and legislative bills for items of interest to or affecting the department.

    · Attends Board of Supervisors meetings to obtain information of interest to the department.

    · Researches and writes content for departmental publications and newsletters.

     

    MINIMUM QUALIFICATIONS:

    · A Master's degree from an accredited college

    · Must be a journalism/communications major

     

    DESIRABLE QUALIFICATIONS:

    • Windows-based laptop or desktop device with a speaker and mic;

    • Reliable Wi-fi/internet access; and

    • Advanced knowledge of principles of program administration, organization, and planning; methodologies, concepts, and practices of human services program development, support, and evaluation

    • Excellent team management skills

    • Communicates effectively orally and in writing

    • Bilingual is strongly preferred
