Targeted HR Consulting is partnering with a respected, mid-sized civil and mining contractor to hire an experienced Project Manager – Heavy Civil Construction. This organization is known for delivering complex infrastructure projects, maintaining strong client relationships, and consistently paying on time—creating a stable, high-performance environment for its team.

Responsibilities
Project Leadership & Execution
- Lead heavy civil construction projects from pre-construction through closeout
- Ensure projects are delivered safely, on time, within budget, and to quality standards
- Partner with Superintendents and field leadership to drive execution and team performance
Planning & Financial Management
- Develop and manage project schedules, budgets, and cost controls
- Oversee procurement, subcontractor selection, and contract negotiations
- Track KPIs, forecasts, and participate in WIP reporting
Quality, Safety & Compliance
- Enforce compliance with OSHA, MSHA, and all regulatory requirements
- Conduct site visits to monitor progress, safety, and workmanship
- Identify risks early and implement mitigation strategies
Client & Stakeholder Communication
- Serve as the primary point of contact for owners, engineers, and subcontractors
- Manage RFIs, submittals, change orders, and project documentation
- Provide regular updates and maintain strong client relationships
Operational & Team Support
- Assist with hiring, mentoring, and developing project teams
- Support business development efforts with key clients (DOT, mining, private developers)
- Maintain accurate project files and reporting systems
Qualifications
Required:
- Minimum 3+ years of Project Management experience in heavy civil construction
- Strong background in earthwork, infrastructure, roadway, or mining-related projects
- Proven ability to manage budgets, schedules, and field operations
- Proficiency with project management tools (e.g., MS Project, Excel, SharePoint)
- Ability to read and interpret construction plans and specifications
- Must be authorized to work in the United States without visa sponsorship
Preferred:
- Bachelor’s degree in Civil Engineering, Construction Management, or related field
- Certifications such as MSHA, OSHA, PMP, EIT, or PE
- Experience working with DOT or mining clients
- Familiarity with Trimble or similar field technologies
