    About the Role:

    The Print Specification Writer supports a Federal Government Agency contract. Core responsibilities include managing, controlling, and coordinating all matters related to outsourced or in-house printing; providing outstanding customer service and communication with regards to print procurement requirements; accepting new print requests, accurately collecting, reviewing, and forwarding basic forms for printing and related orders; tracking, coordinating, and prioritizing print jobs; and preparing reports. This person will also serve as the intermediary between the Federal Government customer requiring print services and the in-house duplicating plant-or Government Publishing Office (GPO) and commercial printers who have contracted to perform printing services.

    Work will be performed onsite in Silver Spring, MD.

    Security Clearance: Must possess (or be able to obtain) a National Oceanic and Atmospheric Administration (NOAA) security background clearance.

    Essential Duties and Responsibilities: _
    _

    • Candidates must be able to recognize capabilities and requirements of printing equipment as they affect publications production; in identifying qualities of different printing processes; in knowing the available choices of printing materials, printing costs, typography, and processes for recurring publications.
    • This position will determine print specifications for a variety of publications and forms. Print specifications include: determinations regarding kind of paper, size of the publications, appropriate finishing, use of color, etc. Prepare job specifications, change orders, and cost estimates.
    • Determines whether requirement can be completed in-house and if not, chooses most cost-effective method, procures printing services under assigned GPO-managed printing contracts, coordinates distribution and mailings of in-house facilities, reviews completed work for correctness, conducts pre/post printing work review, interprets/administers assigned printing contracts.
    • To be successful, the candidate will be expected to possess strict attention to detail, exceptional customer service, demonstrated organizational and problem resolution skills, working knowledge of high end printing technology and commercial print product knowledge, and familiarity with U.S. Government Publishing Office (GPO) basic forms including but not limited to the SF-1 (Printing and Binding Requisition), Simplified Purchase Agreement Work Order Form 4044, Print Order Form 2511, and others as required.
    • The candidate will be trained on NOAA form 50-5A, which is used to record print request information completed within the NOAA duplicating plant.
    • The position requires the candidate to communicate regularly with project management staff, customers, and government staff.

    Required Skills and Abilities:

    • Working knowledge of high end printing and color technology.

    • Demonstrated experience performing pre-flight on all accepted print jobs.

    • Customer service skills in interacting with clients verbally and in writing to collect job specifications, communicate job status and deliver final product.

    • Must have strong technical skills, including commercial print product knowledge including printing methodology, production equipment and processes desktop publishing, and electronic file transfer.

    • Excellent verbal and written communication and negotiation skills.

    • Demonstrated experience meeting with the customer to determine needs, solicit feedback, and implement solutions to address issues.

    • Demonstrated ability in time management, planning and organization skills.

    • Ability to maintain effective working relationships with others.

    • Ability to communicate, in English, effectively both orally and in writing.

    • Ability to perform basic math skills such as addition, subtraction, multiplication and division

    • Demonstrated ability as a print operator with hands-on experience running print jobs using digital equipment.

    Minimum Education and Experience Required:

    • Must possess a high school diploma and a minimum of five (5) years of printing experience.
    • Proficient with Adobe PDF with ability to read preflight reports.
    • Proficient skills in Microsoft Office products, primarily Excel and Word
    • Proficient with use of Command Workstation
    • Proficient in transcribing data from one report to another
    • Proficient working with Google Suite platform.
