    SUMMARY:

    This position supports key Human Resources functions by implementing, managing and/or supporting activities and programs in Payroll and Benefits. This position has management oversight and responsibility for the payroll and benefits functions including processes and procedures, policies, system administration, communication, and compliance. 

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    PAYROLL

    • Processes payroll for hourly, salaried, and temporary employees; including reviewing and importing hours from time and attendance system, entering tax and direct deposit information, administering regulatory requirements, e.g., garnishments, tax levies, and support orders, and other adjustments to pay as necessary.
    • Implement and maintain payroll best practices to improve efficiency and consult with the Human Resources team to improve payroll and HRIS processes.
    • Evaluate and implement payroll/HRIS systems upgrades and changes.
    • Prepare quarterly tax credit reports and submit.
    • Respond to all unemployment claims in a timely manner.
    • Maintain employee records in payroll/HRIS system.  
    • Ensures compliance with policies and procedures and all regulatory payroll requirements and federal and state laws; stays abreast of changes and  new developments by researching and interpreting associated regulatory and legal requirements for payroll processing.
    • Prepares monthly report reconciling payroll entries and general ledger entries; produces scheduled and ad-hoc reports pertaining to payroll and human resources.
    • Provide extensive functional and technical assistance in stabilizing application following either a new implementation or major application upgrade
    • Document functional requirements, create test cases for User Acceptance Testing (UAT), conduct detailed review of UAT results

    BENEFITS

    • Administers all employee benefit programs including open enrollment period and terminations.
    • Manages the annual benefits open enrollment process, including self-service, vendor interface files, testing, employee communications and presentations, and implementation of changes.
    • Manages the reconciliation process and requests for payment of all benefit-related invoices (medical, dental, vision, COBRA administration, and others) on a monthly basis and in a timely manner.
    • Fulfills all governmental regulatory mandates and ensures filings are performed as required.
    • Reviews medical plan reports to monitor utilization of benefits and claims experience; ensures plans meet the objectives of the organization.
    • Oversees 401(k) and COBRA administration.
    • Manages employee leaves of absence processes (FMLA, medical, military, personal) and maintains records for all employees on leaves of absence.
    • Plans, conducts, and reports results of audits to ensure all enrollments are accurate.

    QUALIFICATIONS: 

    • Bachelor's degree in relevant field and/or equivalent education and experience
    • Minimum of 5+ years of experience administering payroll, HRIS and benefits processes.
    • Work experience including knowledge of basic human resources, payroll practices, benefits administration, and compliance.
    • Strong knowledge of a variety of computer software applications including payroll, benefits, time and attendance and HRIS system application.  
    • Experience with report automation to provide accurate data in a timely manner
    • Experience with ADP Workforce Now or ADP Vantage is preferred 
    • Experience in Benefits Administration System (401k, Health, HSA, CA Sick Leave, COVID19 Supplemental Sick Leave)
    • Demonstrate exceptional analytical skills and ability to create useful and actionable reports from data.
    • Strong attention to detail and ability to edit and proofread.
    • Excellent time management skills; able to complete multiple tasks and high volume of work on deadline.
    • Strong organizational, communication, and decision making skills.
    • Attentive to providing exceptional customer service to internal business partners.
