    Job Description

    SUMMARY

    Under the direction of the Program Director, the Program Manager will act as a liaison amongst Los Angeles Homeless Services Authority (LAHSA) and Service Planning Areas of Los Angeles County. Incumbent is responsible for overseeing the operations of residential facilities including shelter intervention activities and other agency projects as assigned.

    ESSENTIAL FUNCTIONS

    Supervision

    · Supervise daily operations of shelter program staff, intervention activities and other agency projects as assigned.

    · Provide appropriate feedback and action recommendations in evaluating staff performance.

    · Assist and supervise shelter program staff in completing timely program reports.

    Program Implementation

    · Supervise implementation of shelter activities based on program scope of work and community needs.

    · Provide on-going development of intervention activities.

    · Conduct environmental scans to assess on-going needs and trends in the community through risk assessments, needs assessments, and staff and client satisfaction surveys. Evaluation and Contract Management

    · Attends Service Planning Areas meetings

    · Attends LAHSA meetings

    · Report on program successes and barriers for monthly, quarterly and annual evaluation.

    · Ensure timely submission of all reports due weekly, monthly and quarterly to the funder, HAL's accountant, several web-based computer systems, etc.

    · Maintain a small case load, when necessary.

    · Conduct regular program monitoring activities based on funding source contractual obligations.

    · Conduct timely plan of corrective action activities in coordination with appropriate stakeholders.

    · Report and maintain program and contractual documentation for stakeholder reviews.

    · Responsible for ongoing quality assurance and audit preparation; addressing audit findings and implementing corrective action plans.

    · Maintain up to date and accurate documentation in client files i.e. progress notes, Counselor Supervision Notes.

    · Monitor staff compliance in administering the assessment, Case Conference, Progress Notes and treatment planning.

    · Communicate regularly with program funding sources on contract compliance as necessary.

    · The Program Manager will participate in all mandatory program and division meetings and trainings, as assigned by his/her supervisor and division director

    · Prepare project reports in accordance with funding requirements

    · S/he will assist in trainings and provide support to necessary staff, providers, and other project partners participating in project.

    · Maintain appropriate boundaries; and adhere to HAL's Code of Ethics and HAL's Core Values

    · Represent the Agency in a profession al manner at meetings and community events

    · Regular attendance required

    · Other duties as needed

    SECONDARY FUNCTIONS

    Perform other duties as assigned by the Program Director and /or Executive Director. Answer phones and route incoming calls; serve as back-up to other Program Managers and Housing Manager in his/her absence.

    MINIMUM QUALIFICATIONS - KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

    Bachelor’s degree in human or social services from an accredited or state approved college or university with a minimum two (2) years job related experience providing benefits assistance support or case management assistance support- OR an Associate’s degree in human or social services from an accredited or state approved college with a minimum four (4) years job related experience.

    Knowledge of shelter operation and local housing resources, job opportunities, Food Stamps, SSI, SSDI Benefits, Cal Works, Unemployment, and all other benefits. Working knowledge of Microsoft Word, Excel, and other database programs. Accurate and concise documentation. Neat and professional appearance. Attention to detail and punctuality required. Ability to communicate effectively, both written and orally.

    VERIFICATION OF EMPLOYMENT ELIGIBILITY AND BACKGROUND CLEARANCE.

    TB test required (Not more than (3) month prior to or (7) days after Date of Hire, and renewed annually thereafter), CPR and First Aid Certification required within 30 days of employment with company and valid Driver' s License and auto insurance required. Reliable transportation is required. Ability to communicate effectively, both written and orally.

    NON-ESSENTIAL QUALIFICATIONS

    Experience using HMIS and/or CLARITY.

    SUPERVISORY RESPONSIBILITIES

    Responsible for the supervision of operations staff including but not limited to: Housing Manager, Case Managers, Monitors and Quality Assurance personnel.

    ENVIRONMENTAL CONDITIONS (WORKING CONDITIONS)

    This position is responsible to work in "client friendly" environments and is required to be located at a homeless shelter as part of their duties. Local automobile travel is required. There is some responsibility to work in noisy environments where adults are present. PPE Gear is provided by the HALCDC and must be worn at all times.

    PHYSICAL REQUIREMENTS

    The Program Manager typically spends time sitting, standing, typing, thinking, writing, walking, driving, lifting (max. 25 lbs), listening, speaking.

    MENTAL REQUIREMENTS

    This position will require the individual to be able to handle any/all of the following: constant distractions, interruptions and uncontrollable changes in priorities/ work schedules. Must be able to process information, think and conceptualize
