    Benefits and HRIS Specialist

    REPORTS TO: Chief Human Resources Officer

    FLSA STATUS: Exempt

    SUMMARY

    The primary purpose of this position is to provide assistance to the Director of Human Resources by supporting the activities of the Human Resources (“HR”) Department, concentrating primarily on: benefits, Human Resources Information System (HRIS), and compensation. The incumbent will implement initiatives to help meet the human resource needs of the Authority.

    All activities must support the Housing Authority of the City of Pittsburgh (“HACP” or “Authority”) mission, strategic goals and objectives.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Administer HACP benefit program, including health plans, life insurance, long term disability, pension, Employee Assistance Program (EAP), wellness program; and oversee the COBRA notification and enrollment.
    • Serves as a liaison between Human Resources and Information Technology departments to provide systems support and analysis and to leverage technology solutions to meet the needs of HR and users of HR information systems.
    • Assist in the preparation of the Request for Proposal, and participate in the evaluation of submission of all benefit related contracts. Prepare cost/benefit analysis, and contract(s), etc. Participant in contract negotiation and implementation.
    • Coordinates all aspects of benefits open enrollment.
    • Determine appropriate communication strategy to educate employees on benefits program, i.e. Annual Awareness.
    • Answers employees’ benefit questions, resolves problems related to access or payment of benefits, orients newly eligible employees and processes enrollment forms, changes, and loan requests; advises employees of their eligibility for all Authority benefits.
    • Supervises maintenance of enrollment, application, and claims records for all benefit programs.
    • Assist in the Leave of Absence process to assure continuation of benefits.
    • Analyze and reconcile benefits bill/invoices.
    • Monitors benefit programs to meet national trends and ensure cost competitiveness; develops, recommends, and monitors budget allocations for employee benefits.
    • Designs, evaluates and recommends modifications to compensation and benefits policies to ensure that programs are current, competitive, and in compliance with legal requirements, while simultaneously analyzing for cost-control and risk assessment; analyzes and evaluates services, coverage, and options available to determine programs best meeting needs of the Authority.
    • Serve as the project manager for HR in the set-up and test of new HR systems.
    • Maintain, update, and monitor data entry in HRIS application.
    • Develops benefits information and statistical and census data for actuaries, insurance carriers, and management.
    • Train and assists users in the utilization and operation of the HRIS applications.
    • Develops and generates standard and ad hoc reports upon request.
    • Periodically conducts wage surveys for exempt/non-exempt positions.
    • Conducts review of merit increase recommendations; conducts equity analysis and performs job evaluations; reviews promotion and salary increase recommendations and provides input to management.
    • Reviews practices and procedures for legal compliance, may provide input and recommendations for process and/or policy changes.
    • Keeps abreast of the new legal issues in the federal and state HR arenas; stays mindful of acceptable legal practices in the daily work place and diligently enforces policies in a manner consistent with the laws.
    • Keeps personnel and medical files compliant with federal and state laws.
    • Maintains a constant line of communication with the Director of HR regarding all counseling, documentation and other issues.
    • Performs other duties as assigned.

     

    EDUCATION AND/OR EXPERIENCE

    Bachelor’s degree in human resources or related field and a minimum of 5 years experience working in human resources management. PHR or SPHR certification preferred. Experience in Dayforce HCM is a plus. An equivalent combination of education and experience may be considered. Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan. Must be a resident of the City of Pittsburgh and/or be able to move within city limits 90 days from your date of hire.

    TECHNICAL SKILLS

    To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
