PERFORMANCE EXPECTATIONS

POSITION PURPOSE Under the direct supervision of the Housing Manager, the Housing Specialist will assist Housing Program Staff in providing a sound-counseling program for all applicants for New Homeownership Program. Promote the 184 Loan Program and other homeownership assistance services. Assist families with housing needs; in the Tribal Territory in person or by phone.
ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES
Advise applicants of the required information, records and documents needed to prepare a complete application for assessment of eligibility, review and approval of requested services;
Assist the Housing/Financial Education Manager in screening and review of completed applications, certification of enrollment and eligibility, and review for approval for services and/or assistance.
Assist in promoting awareness of the Lumbee Tribal Homeownership programs, policies and procedures through counseling to prospective homebuyers, and applicants for homeowner assistance;
Provide efficient and courteous services to prospective homebuyer by meeting one-on-one to review affordability for homeownership, and to address credit issues that may affect their status;
Continually review the homeownership waiting list, and update with applicant’s information. Prepare and send applicant reminders about their homeownership status;
Council applicants individually, or family, regarding affordability, and plans for meeting goals;
Secure information relative to applicant’s current status; evaluate applicant, and make recommendation, based on client profile; maintain applicant confidentiality; secure relative documents;
Follow up with applicants, to secure all documentation needed for the construction process, and provide guidance during the construction process to homebuyers;
Prepare and conduct prospective homebuyer orientations with necessary documents, forms and any other materials needed to facilitate homebuyer assistance; review with applicants details on floor plans, and the construction process for homeownership;
Organize and maintain files of all eligible prospective homebuyers and homeowners; conduct follow-up phone calls to applicants not in compliance with policies and procedures;
Assist housing manager with orientation and homebuyer workshops as needed;
Performing other duties and responsibilities as assigned.
MINIMUM MANDATORY QUALIFICATIONS
Experience:
Five to eight years of experience.
Five years of successful experience in tribal programs, community based programs or educational outreach working with the public, equivalent to the above qualifications is preferred.
Education:
Associate degree in Business is required.
Four-year degree preferred.
Mandatory Knowledge, Skills, Abilities, and Other Qualifications:
Applicants must possess good communication skills, the ability to relate to diverse populations, and possess general office and clerical skills.
Applicants must hold a valid driver’s license and be willing to perform outreach responsibilities in the service area of Robeson, Hoke, Cumberland and Scotland Counties.
WORK ENVIRONMENT
Work environment:

Normal office conditions exist, and the noise level in the work environment can vary from low to moderate. Limited overnight travel may be required from time to time.
Physical demands:
The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk, hear and perform repetitive motions. There may be prolonged periods of sitting, keyboarding, reading, as well as driving or riding in transport vehicles. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with clients, vendors, and staff.
Mental demands:
There are a number of deadlines associated with this position. The employee must be able to handle frequent interruptions and must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.

The Lumbee Tribe of North Carolina has implemented an Indian Preference in Employment Policy. Pursuant to this Policy, applicants who possess the knowledge, skills, and abilities required by this position, and who are members of the Lumbee Tribe will be given primary preference for hiring and employment after providing proof of tribal membership. Indian preference is integrated into the interview and scoring process for candidates for job positions.

Background Investigation: This position is subject to a criminal history background check, and a Motor Vehicle check. Candidates must successfully pass all required background checks in order to qualify for this position.

All applicants must successfully pass a pre-employment drug screening prior to beginning employment and will be subject to random drug testing.
