    OVERVIEW OF POSITION

    The Human Resources Manager will play a vital role in supporting ECC’s organizational development and internal operations. Reporting directly to the Director of Human Resources, the HR Manager will be responsible for executing day-to-day HR operations while supporting strategic initiatives aligned with ECC’s values and goals.

    This role requires a seasoned HR generalist who is proactive, detail-oriented, and able to balance compliance with compassion. The ideal candidate will bring deep knowledge of HR best practices, strong interpersonal skills, and a demonstrated commitment to equity-centered people practices.

    Location: Washington, DC or within commuting distance (Hybrid); Northern or Southern California (Hybrid)

    Job Type: Full-Time, Exempt

    Salary: $75,000-$80,000

    MAJOR RESPONSIBILITIES

    · Recruitment & Onboarding: Coordinate full-cycle recruitment, including job postings, candidate screening, interview scheduling, and communication. Ensure a seamless, inclusive onboarding experience and collaborate with hiring managers to promote equitable hiring practices.

    · Benefits & Leave Administration: Serve as the primary liaison for employee benefits inquiries and administration. Manage the full scope of employee leaves (e.g., FMLA, parental, medical), support open enrollment activities, and ensure compliance with applicable laws and ECC policies.

    · HR Operations & Compliance: Maintain accurate employee records. Support personnel transactions (payroll changes, promotions, terminations) in coordination with Finance. Ensure organizational compliance with federal, state, and local employment regulations across multiple jurisdictions.

    · Employee Relations & Engagement: Provide timely and professional support to employees on HR-related matters. Facilitate initiatives that promote a positive work culture, including employee engagement, recognition, and retention strategies.

    · Performance Management & Training: Assist the Director of Human Resources with coordinating the annual performance review process and track completion. Support compliance and professional development training efforts. Partner with managers to identify and address team training needs.

    · Policy & Process Implementation: Assist in drafting, revising, and communicating HR policies and procedures. Ensure that policies are clear, legally compliant, and aligned with ECC’s organizational values.

    · Project Management: Lead or contribute to cross-functional HR projects, HR technology enhancements, and organizational planning efforts.

    · Reporting & Analytics: Generate and analyze HR reports and dashboards to inform decision-making by HR leadership and senior management. Monitor trends to support continuous improvement in HR practices.

    EXPERIENCE & QUALIFICATIONS

    Required

    · Bachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent experience)

    · Minimum of 4 years of progressive HR experience, preferably in a nonprofit or mission-driven setting

    · Proven success in key functional areas including recruitment, benefits, payroll, employee relations, and compliance

    · Knowledge of federal/state labor laws and multi-state compliance practices

    · Proficiency in HRIS platforms (e.g., ADP Workforce Now), SharePoint, applicant tracking systems, and Microsoft Office Suite

    · Strong organizational, interpersonal, analytical, and communication skills

    · Ability to build rapport and trust at all levels of the organization

    · Experience supporting senior HR leadership and aligning HR operations with broader strategy

    Preferred

    · HR Certification (SHRM-CP/SCP, PHR/SPHR)

    · Experience drafting internal communications, memos, reports, and presentations

    · Familiarity with tools such as QuickBooks, Canva, and Adobe

    · Demonstrated discretion with confidential information

    · A collaborative, equity-centered, and solution-oriented approach

    · Comfort working in a dynamic, hybrid work environment
