Position Purpose Summary:
The Human Resources & Compliance Specialist provides strategic oversight of all HR functions to support the mission and goals of KIHS. This role ensures compliance with federal and state employment laws, drives organizational effectiveness through the implementation of HR systems and policies, and leads a diverse HR team in delivering high-quality services to the campus community. The specialist develops and manages talent acquisition strategies, employee relations, benefits programs, and performance management, while fostering a safe, inclusive, and productive work environment. Essential Duties
Human Resource
Run HR operations, including recruitment, onboarding, employee relations, performance management, compensation, benefits, and retention.
Ensure compliance with federal and Maryland employment laws.
Uphold compliant personnel files and HR policies.
Oversee credentialing, licensure, and training.
Compliance & Regulatory Oversight
Serve as authority on COMAR OMHC regulations.
Align with CARF accreditation preparation and audits.
Ensure HIPAA workforce compliance and training.
Uphold compliance with BHA staffing requirements.
Responsibilities
The Human Resource & Compliance Specialist also possesses an extensive and up-to-date understanding of federal and state employment laws to advise leadership with solutions for human resources issues and evolving organizational needs
Additionally, they spearhead the implementation of an HRIS or similar system to facilitate processes and provide comprehensive data and reports on HR activities

Leads a staff of managerial, professional, and clerical employees responsible for providing all HR services to the campus community
Develops methods for collecting feedback internally on program satisfaction and modifies programs as needed
Utilizes available technology to maximize operational efficiencies and provide enhanced delivery of HR services to the campus community
Acts as a liaison in assisting employees with workplace accommodations under federal and local disability laws
Manages, tracks, and ensures compliance with all Affirmative Action plans for the University
Works closely with the Compliance Officer on related matters
Develops, implements, and manages all HR policies in a consistent and fair method
Designs recruitment strategies with campus administrators to encourage highly qualified individuals to apply for faculty and staff vacancies
Provides guidance to hiring managers and search committees with the interview and selection process
Facilitates communications between and among employees and management including counseling, conflict resolution, meeting facilitation, and team building
Monitors the annual review process to verify that all employees receive performance evaluations
Plans new employee orientation programs to foster a positive attitude toward the KIHS’s mission, while introducing new personnel to important institutional policies

Provides high-quality, accessible benefit programs for affordable employees, reflect the organization’s identity, and support employees in balancing work and family responsibilities
Works with the Public Safety, Environmental Health & Safety, General Counsel, and Risk Management offices to provide employees with a safe and effective workplace
Prepares and manages the annual budgets for the HR office and benefits programs
Performs other related duties as assigned by the CEO
Required Education and Licensing:
A master's degree is required, but material, demonstrated successful experience may be considered instead of Masters degree
At least ten (10) years’ experience in HR with five (5) years’ experience managing Human Resources staff in a medium-sized business/organization
Thorough knowledge of best practices in HR, with a solid understanding of applicable federal, state, and local laws, to include Title VII, ADA, FLSA, FMLA, ERISA, IRS, INS, Title IX, and employment discrimination regulations
Familiarity with HR management systems and overall technological proficiency
Professional In Human Resources (Required)
SHRM Certified Professional (Preferred)
Qualifications:
Proficiency in Microsoft Office and EHR systems

Ability to work with a diverse population, including an understanding of serious and persistent mental illness.
Knowledge of COMAR pertaining to OMHC operations and billing practices
HIPAA training required within 30 days of hire
Ability to communicate complex benefits simply and effectively to staff
Require strong attention to detail and follow through with time sensitive matters
Respect for and adherence to client confidentiality and HIPAA compliance
Ability to work well independently and collaboratively
CPR/First Aid Certification Preferred (or willing to obtain within first 6 months of hire)
Leadership: 3 years (Preferred)
HR Director: 5 years (Preferred)

Employment Type: Full time 40hrs weekly, W-2 Employee
Weekly Schedule: Monday through Friday, 9:00 AM – 6:00 PM (1-hour mandatory lunch break)
Attendance in team meetings as appropriate
