Role Overview
We are looking for hands-on Human Resources Generalist role, responsible for day-to-day HR ops on a live project site: recruitment & onboarding, employee relations, HRIS/data integrity, compliance execution (FLSA, I-9/E-Verify, OSHA basics, EEO), and timesheet/per diem validations feeding monthly client billing. Partner closely with CPA, Legal Advisor, ** Project Manager, Finance, and Site Leadership** to keep the workforce compliant, mobilized, and audit ready.
This is a hands-on role requiring operational leadership, legal awareness, and strong communication across multiple stakeholders.

Key Responsibilities
Recruitment & Onboarding
- Run monthly hiring cycles for site roles (job posts, screening, interviews, offers, start-date coordination).
- Coordinate background checks, Form I-9/E-Verify , work authorization/document collection.
- Plan mobilization logistics (start kits, orientation slots, PPE/training prerequisites).
- Maintain candidate trackers and fill-time/quality-of-hire KPIs.
HR Compliance & Policy Execution
- Execute day-to-day compliance with FLSA (wage & hour, overtime), EEO/anti-harassment, OSHA awareness, and applicable Texas labor codes.
- Apply IRS Pub 463 basics for per diem eligibility : flag exceptions and documentation gaps.
- Keep SOPs, acknowledgement forms, and policy repositories current; prepare audit files (DOL/ICE/client) under the Legal Advisor's guidance.
HR Compliance & Policy Execution
- Administer HRIS: employee master data, job/position changes, document retention; ensure data accuracy and privacy.
- ** Validate timesheets** (hours, OT categories, visa/permit limits) and per diem against rules ; reconcile anomalies with Supervisors.
- Produce weekly/Monthly HR dashboards (headcount, attrition, hiring funnel, OT, per diem usage, training status) for Project Leadership & HQ HR.
- Coordinate with Finance so that billed man-hours and per diem are compliant and traceable.
Employee Relations & Culture
- First-line intake for employee concerns; support conflict resolution, documentation discipline ,
- Conduct basic fact-finding and draft case notes; escalate sensitive matters to Legal Advisor.
- Support engagement actions (pulse checks, toolbox talks HR inserts, recognition moments).
Training & Orientation
- Deliver new-hire orientation and ensure completion of compliance modules (FLSA/OT rules overview, anti-harassment, code of conduct, OSHA awareness).
- Track mandatory trainings; follow up on expiries (e.g., OSHA-10/30 where applicable).
Offboarding & Records
- Run offboarding checklist, exit interviews, equipment recovery, and records updates; ensure final pay data hand-off to Payroll/Finance.
Qualifications
Required
- Bachelor's degree in Human Resources, Business Administration, or a related field (or equivalent experience).
- ** 5 + years of progressive HR experience** , with at least 2 years in project-based or construction/EPC environment.
- Working knowledge of U.S. & Texas employment basics: FLSA, I-9/E-Verify, EEO , _ ****_ and OSHA awareness.
- Proven ability to manage multi-disciplinary recruitment under tight deadlines.
- Experience with HRIS and data reporting with advanced level expertise on MS Office applications.
- Clear written/oral communication; ability to prioritize in a field environment and maintain confidentiality.
- Strong organizational and analytical capabilities.
Preferred
- HR certification (PHR, SHRM-CP ).
- Experience with timesheets/per diem workflows and client billing support.
- Familiarity with visa/work authorization processes (H-1B/L-1/B-1 awareness).
- OSHA-10/30 completion; Spanish language skills a plus in TX field operations.
