    Job Summary:

    The HR Manager is responsible for developing, managing, and monitoring HR programs that deliver high-quality outcomes to improve engagement, “the employee experience” and drive overall success for the business. The position provides employee relations support, policy interpretation and guidance, manager coaching and development, the management and administration of policies and programs, in all disciplines of HR management.

    This is a strategic and operationally focused role requiring strategic leadership, exceptional communication and a “servant leader” mindset. The role is the succession role for the Director of Human Resources and the individual in this role needs to have significant leadership and business acumen capabilities while having the willingness to roll up their sleeves and do the work when needed.

    Education:

    • Bachelor’s degree in human resources management or relevant combination of education and experience.

    Experience:

    • 5 years’ experience working in multiple disciplines within Human Resources.
    • HR experience within the construction industry, preferably in the heavy civil or marine/underwater construction, strongly preferred.
    • Must have experience working with senior management, experience in driving HR plans and providing solutions.
    • Experience supporting both union and non-union employees in multiple states preferred.
    • Experience with SilkRoad and eCMS preferred.

    Responsibilities:

    • Lead and manage the development and implementation of HR programs from start to finish, define project scope, coordinate resources, track progress and ensure effective integration.
    • Manage and provide oversight of, existing HR programs such as Employee Engagement, Affirmative Action, Performance Management, Goal Setting, Reward & Recognition, among others.
    • Act as first POC for managers. Provide guidance on employment related issues (such as ADA, FMLA, FLSA, harassment, discrimination, corrective action, performance management, etc).
    • Provide counseling and direction to employees and managers to facilitate good communication and help to resolve conflicts that impact employee engagement.
    • Drive efficiencies within the HR team, leveraging systems and strong processes. Establish a process definition and management methodology. Be the gatekeeper for HR processes.
    • Overhaul and maintain HR's shared drive and develop a methodology for managing it moving forward. Perform as the gatekeeper for the drive.
    • Develop policies, procedures, and programs to optimize “what we do,” such as onboarding, offboarding, employee performance, affirmative action, workforce planning, talent development, training, and strong retention programs.
    • Partner with Director to manage Tier 2/3 employee relations and investigations for the company. Work with site leadership to resolve employee relations issues. Investigates, counsels, and assists in resolving disputes.
    • Prepare reports and identify trends in employee related issues, turnover and performance trends and provide solutions to site leadership.
    • Mentor and provide guidance to the HR Team, participate in cross training, and act as a backup when needed.
    • Serve as back up for the HR Generalist in all operational activities.
    • Other duties as required.

    Physical Demands Working Environment:

    • Works in a general office environment and will sit/stand and work on a computer for extended periods of time.
    • Occasionally required to stoop, bend, walk, crouch, and climb.
    • Ability to lift 25 pounds.
    • Ability to speak, write, and understand English.

    Salary Range:


    • $100K – $125K
    • Pay is commensurate with experience and qualifications.

    QUALIFICATIONS:

    · Bachelors Degree in Child Development, Education, Family Development , Sociology or related field preferred plus one (1) year related work experience; OR Associates Degree in above or related field with three (3) years related work experience.

    · Maintain access to reliable, insured transportation.

    · Provide a TVCCA Staff Statement of Good Health statement signed by a physician, physician’s assistant, or nurse practitioner completed within twelve (12) months before the date of employment, and every thirty-six (36) months for current staff.

    · First Aid and CPR certification.
