    Position Summary

    The Human Resources & Payroll Manager is responsible for leading all human resources and payroll functions for a 100+ employee, manufacturing corporation. This hands-on role ensures accurate and timely payroll processing, maintains compliance with employment laws and wage and hour regulations, supports employee engagement, and partners with site leadership to build a productive and positive work environment. The HR & Payroll Manager serves as a trusted advisor to employees and managers while providing operational and strategic HR support.

    Key Responsibilities

    Payroll Administration

    Process bi-weekly payroll accurately and on time for all employees.

    Maintain payroll records, employee earnings, deductions, and timekeeping data.

    Ensure compliance with federal, state, and local payroll regulations.

    Manage payroll-related reporting, tax filings, and year-end activities.

    Reconcile payroll records and investigate discrepancies.

    Properly manage all wage garnishments and other earnings deductions.

    Administer attendance, timekeeping, PTO, and leave tracking systems.

    Serve as the primary contact for employee payroll inquiries.

    Human Resources Administration

    Maintain employee personnel files and HRIS records.

    Develop and administer HR policies, procedures, and employee handbook updates.

    Ensure compliance with employment laws and company policies.

    Manage FMLA, ADA accommodations, workers' compensation, disability, and leave administration.

    Talent Acquisition & Onboarding

    Manage recruitment efforts for hourly and salaried positions.

    Coordinate interviews, offers, background checks, and onboarding activities.

    Facilitate new hire orientation and integration into the organization.

    Employee Relations

    Provide guidance to managers and employees regarding workplace concerns.

    Conduct investigations and recommend appropriate corrective actions.

    Support performance management, coaching, and employee development initiatives.

    Promote a positive employee experience and strong workplace culture.

    Benefits Administration

    Manage benefits enrollment, changes, and employee communications.

    Serve as liaison with benefit providers and brokers.

    Manage annual open enrollment processes.

    Respond to employee questions regarding benefit programs.

    Safety & Compliance

    Partner with leadership on workplace safety initiatives.

    Manage OSHA compliance, safety training, and incident investigations.

    Support return-to-work and workers' compensation programs.

    Reporting & Metrics

    Prepare payroll, headcount, turnover, attendance, and HR metrics.

    Provide HR and workforce insights to site leadership.

    Monitor labor trends and recommend improvements.

    Additional administrative or clerical duties may be required.

    Qualifications

    Education

    Bachelor's degree in Human Resources, Business Administration, Accounting, or related field preferred.

    Experience

    5+ years of progressive HR experience.

    3+ years of payroll administration experience.

    Experience supporting a workforce of approximately 25-100 employees preferred.

    Knowledge, Skills & Abilities

    Strong knowledge of payroll processing and wage and hour regulations.

    Working knowledge of employment law, employee relations, and benefits administration.

    High attention to detail and confidentiality.

    Proficiency with ADP payroll systems, HRIS platforms, and Microsoft Office.

    Strong interpersonal, organizational, and problem-solving skills.

    Ability to work independently and manage multiple priorities.

    Preferred Certifications

    SHRM-CP, SHRM-SCP, PHR, or CPP (Certified Payroll Professional) preferred.

    Reporting Structure

    Reports To: General Manager

    Direct Reports: None (individual contributor) or HR/Administrative Assistant (if applicable)

    General Work Schedule: Monday – Friday, 8:00 AM to 4:00 PM

    Work Location: It is required to work in the main corporate office.

    Position Allocation

    Payroll Administration: 20-30%

    HR Operations & Compliance: 20-30%

    Employee Relations & Recruiting: 20-30%
