Human Services Financial Assistant II
Reports to: Human Services Deputy Director
Salary (Grade): $20.62 (G15-E)
Status: Reg. Full-Time (Non-Exempt)

Job Purpose & Position Overview
The Finance Assistant will provide support in the day-to-day fiscal operations of the Human Services Department. The incumbent will assist with general financial duties to ensure the effective and efficient operation of the department.
Specific Job Duties/Responsibilities:
Demonstrates the Winnebago Tribe’s core mission, vision, and values.
Assist with the processing of accounts receivable and accounts payable
Process departmental travel requests, including completing forms, registrations, reservations, and collecting trip reports, all in accordance with tribal policy.
Maintain financial filing systems for the department to include grants/contracts, billing, and financial correspondence.
Perform data entry for the department to include purchase order logs, cuff accounts, and other established databases.
Perform billing duties for State Contracts, federal contracts, and all others required.
Complete financial reporting for all contracts, grants, and so on.
Perform financial aspects of the fundraising efforts of the Department.
Reconciliation of fund accounts on a daily, monthly, and fiscal calendar basis.
Conducts and participates in financial audits of the department, compliance audits in relation to Grants and/or contracts with State and Federal Agencies.
Participates in special projects that require audit or accounting expertise.
Participates in the development of the annual audit plan by developing individual audit programs; tracks the progress of internal and external audits of the department.
Coordinates with the department administrators, department management team, and Tribal Finance Department staff to obtain information necessary for reconciliation of all department budgets & audits.
Maintains a comprehensive department budget for the Human Services Director and Deputy Director.
Provide financial and budget reports as required by the Human Services Director and Deputy Director.
Participates in identifying the need for improvements or corrections as necessary; assists other staff/managers and directors with technical requirements and problems that arise in the course of their budgets and audits.
Performs the full range of review and analysis functions in the formulation, presentation, and execution of the entire operating budget of the Human Services Department.
Assists the manager with developing and formulating the Human Services Department budget requests for upcoming fiscal years.
Assists in preparing a variety of reports covering the status of funds, expenses, and obligations, as required by the Winnebago Tribe, State of Nebraska, and Federal Agencies.
Assists with the financial and budgetary records of the department by utilizing preferred software and appropriate equipment.
Locates discrepancies in accounts and financial reports and/or budgets and determines the source of error and takes necessary remedial action.
Communicates the financial status of the Human Services Programs to the Human Services Director and submits a monthly financial report/cuff account.
Will provide the necessary assistance and support to fulfill contract obligations under funding sources received by the Human Services Department.

Required Qualifications/Skills:
Associate's Degree and one (1) year relevant experience OR an equivalent combination of education and experience, substituting the equivalent of one year of full-time professional work experience for each year of the required education to a maximum substitution of four years.
Must possess a valid driver’s license and meet driver’s eligibility guidelines for tribal insurance.
Knowledge of Winnebago culture and traditions is highly desirable, and a willingness to learn is required.
Must be timely, dependable, courteous, and maintain a business-like appearance.
Must possess good verbal and written communication skills.
Knowledge of financial systems, such as Intacct and Martus Tools, is desired, and a willingness to learn is required.
Ability in the use of Microsoft Office software, and specifically Excel, is required, and experience in word processing and data entry is highly desirable.
Must be able to maintain the strictest confidentiality and will be required to sign a confidentiality agreement.
Must possess a customer service focus, strong organizational skills, be detail-oriented, and self-directed.

Physical Requirements:
Normal to light office work, which includes the ability to lift to 10 lbs.
Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
