    POSITION OVERVIEW:

    The Personnel Psychologist provides support to Alutiiq Information Management (AIM), LLC contract with the US Department of Agriculture (USDA). USDA has oversight and management responsibility for enterprise-wide DHS provided Continuous Diagnostics and Monitoring (CDM) capabilities. CDM enables USDA with the ability to enhance and further automate existing continuous network monitoring capabilities, correlate and analyze critical security-related information, and enhance risk-based decision making at the agency, Department and Federal enterprise level. Alutiiq is supporting USDA in its CDM efforts.

    PRIMARY/MAJOR DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS): 

    • Develops the design and methodology for a variety of projects, including job analysis, competency modeling, employee and career development, selection, training needs assessment, survey research, and program
    • Consults with organizational leaders on competency modeling, organizational redesign, metrics design and implementation, operational measurement, statistical analyses, workforce planning, employee engagement efforts, workforce and leadership development, and business process
    • Develops pre-hire selection and training needs assessments, traditional and alternative legally defensible assessment validation approaches, research methodology, and data
    • Manages multiple concurrent projects throughout their entire lifecycle (i.e., design, execution, analysis, reporting), including monitoring adherence to budgets, timelines, and quality standards

    Required Skills

    REQUIRED QUALIFICATIONS AND EXPERIENCE:

    • Experienced in a broad range of U.S. Government HC issues
    • Specialty with IT-related workforce issues, cyber security a plus
    • 7-10 years of HR project management experience
    • Experienced developing HR strategies for federal agencies
    • Prior experience with assessment development and competency management experience in federal agencies
    • Master’s degree in Industrial Organizational Psychology – D. preferred
    • Demonstrated experience with the Microsoft Office suite, including MS Project
    • Prior experience presenting to “C” level executives, through to peer group meeting attendees.
    • The ideal candidate has experience in consulting with organizational leaders on competency modeling, organizational redesign, metrics design and implementation, operational measurement, statistical analyses, workforce planning, employee engagement efforts, workforce and leadership development, and business process
    • Strong foundation in the development of pre-hire selection and training needs assessments, traditional and alternative legally defensible assessment validation approaches, research methodology, and data
    • Must be a US Citizens.
    • Must obtain approval for facility access
